Public Health Laboratory Consultant

USP is an independent, scientific nonprofit organization focused on building trust in the supply of safe, quality medicines. We are working to strengthen the global supply chain so that the medicines people rely on for health are available when needed and work as expected. USP’s Global Health programs work with donors and partners in low—and middle-income countries to advance access to quality-assured essential medical products and strengthen supply chains to address critical global health threats such as COVID-19, tuberculosis, HIV and AIDS, and maternal and child health conditions. USP’s global health work has evolved to include diagnostic testing laboratories.

The organization seeks a consultant to support the continued expansion of its technical offerings. Specifically, the consultant will:

1. Perform analysis of the current state of affairs (e.g., stakeholders, initiatives, etc.) in Africa and Asia's public health laboratory sector.

2. Serve as an advisor and subject matter expert to the Sr. Director, GHTP, in identifying and responding to opportunities relevant to diagnostic network optimization (DNO) and laboratory logistics.

3. Lead in the development of strategies relevant to DNO and laboratory logistics

4. Provide billable technical assistance as requested, including initial assessments, document reviews, meeting participation, or any others as requested

Qualifications and Experience

• 10 years of experience supporting the optimization of HIV, TB, Malaria, and other infectious disease laboratory networks

• 10 years’ experience supporting USAID, PEPFAR, CDC, or other donor-funded laboratory logistics activities

• Bachelor’s degree in medical technology, microbiology, or other relevant discipline

• Experience providing technical assistance and services to public health laboratories in low and middle-income countries

• Previous experience and knowledge on optimizing networks of diagnostic labs.

Period of Performance: August 23, 2024 – February 28, 2025. Additional consultancy is available depending on the consultant's satisfactory work performance.
