Summary This position is located in the Health Resources and Services Administration, HIV/AIDS Bureau, Division of Community HIV/AIDS Program. The duty location for this position is in Rockville, MD and is not eligible for remote work. Nurse Consultants are a mission critical occupation for HRSA. These positions are critical in supporting Health Resources and Services Administration's nursing care and treatment for outpatient, specialty clinics, urgent care and/or emergency patients. As a Nurse Consultant, you will provide specific focus on advising and consulting in regards to the HIV care and treatment of people living with HIV. Your major duties and responsibilities include: Serve as the primary senior advisor to the Director and Deputy Director and provides clinical knowledge of HIV care and treatment to shape the policy and direction of the Division. Review legislation, develop strategies, approaches for program implementation, and prepares policy related to HIV care and treatment to inform senior leadership. Provide expert consultation, guidance, and technical assistance to local, state, regional and national agencies in the planning, designation and implementation of work, reports and inquiries bearing on the improvement of diversity and development related outcomes of HIV care and treatment. Plan, develop, monitor, implement and evaluate content or projected public health programs to access their success in achieving objectives for the underserved populations. Serve as an expert for Division Project Officers staff on all clinical issues regarding the care and treatment of persons living with HIV. Education: A graduate or higher-level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools. MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. Examples of minimum qualifying specialized experience equal to the GS-13 level in the federal service include performing the following types of tasks on a regular and recurring basis: Evaluating the impact of organizational goals, operational plans and HIV public health programs, such as clinical and quality activities. AND Monitoring and measuring HIV clinical outcomes of public health programs for quality improvement. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
