Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:Landscape Architect Trainee:1. A bachelor's or higher-level degree in landscape architectureOR2. A Landscape Architect's License from any state or political subdivision of the United States.As a Landscape Architect Trainee, you will serve a 24-month traineeship that leads to Assistant Landscape Architect, Grade 20. To advance to Assistant Landscape Architect, you must have obtained proof of passing any two sections of the LARE and successfully completed the requirements of the traineeship to the satisfaction of the appointing authority. At the discretion of the appointing authority, early advancement to the Assistant Landscape Architect is possible if you have obtained any two sections of the LARE and have successfully completed twelve months of the traineeship. It is your responsibility to notify the appointing authority’s personnel office upon obtaining proof of passing any two sections of the LARE. Failure to obtain a passing result on any two sections of the LARE within 24-months will result in removal from your position.Assistant Landscape Architect:1. A bachelor’s or higher-level degree in landscape architecture; and proof of passing any two sections of the Landscape Architect Registration Exam (LARE);OR2. A Landscape Architect's License from any state or political subdivision of the United States.Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

Duties Description Under the direction of a higher-level supervisor/manager, the duties of the Landscape Architect may include, but are not limited to:• Preparing plans, specifications, and estimates for the landscape, roadway, wetland mitigation, grading, drainage, sidewalk, bike path, ADA compliance, stormwater quality, and quantity management portions of highway and bridge projects;• Organize, facilitating, and/or participating in public meetings, workshops, and hearings;• Preparing architectural renderings and presentation material for public meetings;• Gathering data and providing technical assistance, support and design on Americans with disabilities Act (ADA) policy and regulations;• Assisting with erosion control plans and storm water management plans;• Coordinating with engineering, construction, maintenance, and operations staff;• Developing pedestrian facility and compensatory wetland mitigation designs;• Evaluating projects proposed by local governments, developers, and organizations for impact on adjacent State properties and the need for environmental analysis and approval;• Providing technical assistance and advice to project staff and management about erosion control, vegetation management, plant selection, topography, grading, drainage, accessibility requirements, and roadway and site selection and improvements;• Analyzing and researching landscape/environmental issues affecting the State transportation network, gathering data, writing reports, and making recommendations to management;• Reviewing and/or preparing/delivering landscape architecture/environmental documentation, permits, guidance, training, official issuances, Design Reports, correspondence, and other written documentation;• Utilize Microstation, InRoads, HydroCADD, Arc-GIS, Projectwise and other software packages to perform project work;Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.

Additional Comments *This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
