Nature of Work

The Project Manager- Engineering is responsible for oversight of contract administration elements of the Public Works Engineering Division's Capital Improvement Program. Typical duties include, but are not limited to: managing and coordinating public infrastructure projects and programs within the City in accordance with federal, state, and local requirements; directing the work and assignments of field employees assigned to specific projects; collaborating with other city departments and representing the City positively in relationships with consultants, citizens and other agencies; and completing engineering administrative functions in the management of programs, preparation of budgets, and completion of research/reports.

Starting salary range is $85,306 to $100,361 with advancement to $125,451.

DUTIES AND RESPONSIBILITIES

The work below is representative of the scope of work performed within this job classification.

*Manage and coordinate public infrastructure Programs and Projects within the City in accordance with federal, state, and local requirements.

  • Work with consultants and their representatives on Capital Improvement Program Infrastructure project plans.

  • Research, analyze, evaluate and initiate complex Capital Improvement Program projects.

  • Provide infrastructure program and project related information to various government agencies and elected officials.

  • Develop budgets and schedules for public infrastructure programs and projects

  • Provide contract project administration, supervision and management of assigned infrastructure, capital projects.

*Collaborate with other city departments and divisions on infrastructure related matters and represent the City positively in relationships with consultants, citizens and other agencies.

  • Provide public service notifications and updates and respond to inquiries, complaints and requests for information regarding assigned Capital Improvement Program infrastructure projects.

  • Assist and coordinate with city staff offices and agencies on contracts, claims, and other infrastructure related matters.

  • Represent the City regarding infrastructure issues and act as an Engineering Division liaison with other governmental agencies.

  • Make presentations of complex and technical information to City Council, Commissions, neighborhood groups, and professional organizations.

  • Relay information on important developments to department managerial and technical employees.

  • Confer with owners of property on requests for information on private property improvements and/or city infrastructure improvements.

*Complete engineering administrative functions in the management of programs, preparation of budgets, and completion of research/reports.

  • Manage assigned Capital Improvement Program Infrastructure projects.

  • Manage the operation, maintenance and updating of infrastructure related files, maps and plans.

  • Provide detailed technical support, research analysis, cost estimates, engineering reports and professional recommendations regarding municipal engineering infrastructure issues.

  • Manage the operation and updating of various infrastructure condition inspection programs including the annual sidewalk reconstruction project and sidewalk snow removal enforcement.

  • Manage the operation and updating of the Geographic Information System, Permit System, Data Base System, Mapping, Project Schedules and Section Budget.

  • Develop budgets and schedules for Capital Improvement Program projects.

  • Provide recommendations relating to project schedules and priorities.

  • Oversee project procurement management including Best Value, Design-build, competitive bid, and other procurement methods.

*ESSENTIAL FUNCTIONS

MINIMUM QUALIFICATIONS

Education and Experience

An Associates degree in Construction or Contract Management, Civil Engineering, Engineering or related field from an accredited college or university and seven years of progressively responsible employment experience in municipal engineering practices and principles.

An equivalent combination of education, certification and experience sufficient to successfully perform the essential duties of the position may be considered.

Licenses and/or Certifications

Valid driver's license

Desirable Qualifications

A Bachelor’s degree in Construction or Contract Management, Civil Engineering, Engineering or related field.

Ability to obtain a Professional Engineer (PE) designation from the state of Minnesota

Project Management Professional (PMP) Certification
