Nature of Work

The Purchasing and Warehouse Manager leads the Warehouse, Contracts and Procurement processes. The duties of this role include understanding, developing, managing, and controlling all facets of contract formation, negotiation, and management and provide technical guidance and oversight of the procurement function to all levels of staff and management on a utility wide level. This role will lead and support the entire materials management and procurement life cycle for all goods and services that the organization procures. Acting as a subject matter expert this role applies professional purchasing concepts, standards, and organizational objectives to complete complex procurement/contracting assignments.

Starting salary range $106,719 to $125,551, depending on experience, with advancement to $156,939.

DUTIES AND RESPONSIBILITIES

The work below is representative of the scope of work performed within this job classification.

*Strategic

  • Actively support and promote RPU's mission, goals, objectives, and strategies within the utility.

  • Monitor industry trends and best practices, recommend necessary changes to Senior Leadership.

  • Identify and develop strategic suppliers/partnerships to support RPU's business goals.

*Divisional

  • Manage the utility procurement and inventory activities to ensure that services rendered facilitate the operation of the utility in the most efficient and economical manner.

  • Establish divisional goals and objectives that provide best in class materials performance for the organization.

  • Establish and track meaningful divisional reports, measurements and metrics.

  • Analyze reports, measurements and external benchmarks/metrics to identify opportunities for continuous improvement.

  • Manage all the division functions such that goals and objectives are consistently achieved.

  • Supervise staff by planning and overseeing daily tasks and activities, participating in the hiring process, coordinating training activities, establishing procedures and guidelines, evaluating job performance, coaching for improvement and recommending personnel actions.

  • Adhere to policies, procedures and ethics codes and ensure that they are communicated and implemented within the division.

*Procurement

  • Negotiate contracts and use independent judgement to limit financial and operational risk to the Utility and City of Rochester.

  • Deliver continuous improvement in supplier delivery, quality and cost.

  • Ensure timely receipt of materials to support the various needs of the internal customers.

  • Work with vendors, management and City Attorney when needed to address nonperformance or contract violations.

  • Provide best in class service to our internal customers in order to allow them to provide best in class service to our external customers.

  • Oversee the development of bidding process and writes and reviews bid specifications.

  • Review and approve complex contracts and the release of contract retainage when projects are complete.

  • Ensures compliance with NERC CIP-13 supply chain risk assessment and vendor management

  • Administration of the credit card, fuel care, and other purchasing card programs

  • Administration of State, City and RPU procurement statutes and policies. This includes prevailing wage, workforce participation and targeted business contracting within the bidding process.

  • Manage the utilities risk management activities including working with management or vendors to establish values, determine appropriate risk level and insurance requirements.

*Inventory management

  • Minimize overall inventory value while not compromising safety and service.

  • Ensure timeliness and accuracy of master and transactional data in the system.

  • Create procedures, controls and reporting for the effective management of inventory including regular reconciliation of physical inventory.

  • Support the RPU work management process by ensuring materials are procured and staged when and where required.

  • Maintain warehouse and outdoor storage areas in an orderly, efficient, and safe manner.

*Miscellaneous Responsibilities

  • Ensure compliance with safety rules and regulations for the area of responsibility.

  • Fully embrace RPU's quality system to identify opportunities and drive continuous improvement.

*Essential Functions

MINIMUM QUALIFICATIONS

Education and Experience

A Bachelor's degree from an accredited college or university in accounting, finance, economics, industrial engineering, logistics/operations, supply chain management, purchasing or business administration/management or closely related field AND five (5) years of experience in warehouse, contracts and procurement processes.

Licenses and/or Certifications

Valid driver's license.

Desirable Qualifications

Purchasing experience for a public agency and/or electric utility.

Legal experience in contracting.

Experience using enterprise systems that support warehouse and materials management modules such as SAP, CGI or JD Edwards.

Designation as a:

  • Certified Public Procurement Officer (CPPO);

  • Certified Professional Public Buyer (CPPB); and/or

  • Certified Purchasing Manager (C.P.M.).

ADDITIONAL INFORMATION

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of: governmental purchasing principles, practices, and methods, RFP/RFQ process, inventory control and warehouse operations; utility materials and equipment; vehicle procurement and maintenance; applicable federal, state and local laws; computerized financial systems; and current business practices.

Skill in: Using SAP software, Microsoft Office 365 programs, performing complex math calculations and project management, data analysis, PowerBi, Sharepoint, MS Teams.

Ability to: effectively assess, plan, develop, implement and maintain plans and controls for purchasing, warehousing, inventory control and records retention; evaluate bids; prepare specifications and contracts; make sound recommendations; interpret, apply and explain established policies, procedures, rules and regulations; coordinate inter-departmental activities; evaluate administrative, legislative, utility-specific information; interpret computerized information and computer software skills ; establish and maintain accurate records; prepare clear, concise and accurate reports; maintain level of knowledge required for satisfactory job performance; communicate effectively; establish and maintain effective working relationships with employees and the general public; exercise sound judgment within established policy and regulatory guidelines; resolve complaints and problems; and supervise, train and evaluate assigned staff.
