Animal and Plant Health Inspection Service Management & Program Analyst in Riverdale, Maryland

Summary This position is part of Animal and Plant Health Inspection Service (APHIS), Plant Protection and Quarantine (PPQ), Business and Employee Services (BES), Resource Management Services (RMS). The RMS staff has primary responsibility for coordination of issues of critical importance and high visibility to the PPQ Deputy Administrator's office and the PPQ Management Team (PPQMT). The incumbent serves as an analyst of administrative management practices, procedures, and policy for PPQ. Responsibilities The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to: Develops guidance on techniques for management and methods improvement to the overall recruitment process and resulting records. Identifies administrative and program data needed to provide guidance to management. Initiates, develops, implements, and maintains adequate planning and recording systems to present necessary data and reports on human resources to management officials. Independently researches questions and provides responses to PPQ personnel. Facilitates various applicant evaluation methods including paper panels, Structured Interviews, Behavioral Event Interviews, etc. Oversees and monitors PPQ’s recruitment processes to ensure that all recruitment documentation is submitted by the hiring managers or administrative designees. Organizes, coordinates, and conducts analytical studies to identify and examine program, administrative, and resource management trends and problem areas. Establishes a network of knowledge and available resources, using judgment and discretion to resolve issues or challenges that may arise. Drafts administrative standard operating procedures on a wide array of topics. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-11 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-09 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Assessing the efficiency and effectiveness of administrative functions, management program operations and procedures changes or improvements in the development and implementation of improvement plans. Preparing written and oral reports and briefings to stakeholders and management. Generating personnel reports, maintaining activity logs, and providing guidance on handling human resources matters. Managing administrative projects, that interact and collaborate with customers, peers, and supervisors. OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree related to the work of the position as described in the vacancy announcement, OR L.L.M, if related. This education must have been successfully completed and obtained from an accredited school, college, or university. COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-11 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. Worksite Information: This position may be eligible to telework up to four days per week, based upon the duties of the position.
