Job Duties

The Virginia Department of Emergency Management (VDEM) is seeking qualified candidates for the position of VEST Coordinator - Human Services Branch and Voluntary Agency Liaison.

The VEST Coordinator assists the Chief of the VEST and the Operational Coordination Division Director in the development and coordination of the Virginia Emergency Support Team (VEST) and the readiness of the Virginia Emergency Operations Center. The VEST Coordinator supports VDEM programs by appropriately managing donations and volunteer services in consultation with program managers.

Duties include but are not limited to: - Serve as the primary liaison for various human services-related state agencies, ensuring the essential needs of the public are met during emergencies and disasters. - Act as the VEST Operations Section Chief during one of the three VEST rotations. - Serve as the primary liaison to volunteer, faith-based, and non-profit organizations, including the Virginia Voluntary Organizations Active in Disasters (VAVOAD). - Perform the duties of Human Services Branch Director - Provide assistance to the ESF 17 Volunteers and Donations Group Leader within the VEST, contributing to the coordination of volunteer and donation activities during state exercises and disaster response. - Support division objectives through effective project management, program implementation, and strategic planning to ensure preparedness and resilience in disaster response.

All VDEM employees are designated as essential personnel and may be required to work during emergency situations, such as inclement weather, and natural or man-made disasters/events as directed. This may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employees official EWP.

Minimum Qualifications

Considerable knowledge of agency program combined with strong communication management skills. Proficient in project management, with the ability to plan, establish goals and objectives, analyze and evaluate data to make program modifications. Skilled in anticipating future needs and identifying potential funding opportunities. Demonstrated leadership ability to develop and motivate multi-disciplinary teams, fostering collaboration with internal colleagues, as well as federal, state, local, and private sector partners. Strong presentation skills with a demonstrated ability to influence others, gaining buy-in, and leading teams through changes and new processes. Capable of delivering effective training and communication both orally and in writing. Considerable knowledge of donation and volunteer program practices and methods, and how they support emergency management functions, particularly during response and recovery phases. Working knowledge of budget processes, finance, and procurement procedures, with the ability to prioritize tasks and make decisions that align with VDEM's mission and the Virginia Emergency Support Team (VEST). Considerable knowledge of agency c mmunication systems, expert-level computer skills, and proficiency in tools such as WebEOC. Demonstrated ability to communicate effectively with public officials, state agencies, volunteer organizations, and the general public. Adept at planning, organizing, and executing programs and projects while building strong partnerships with human service-related state agencies and non-governmental organizations to support disaster response and recovery. Ability to manage projects under stressful emergency conditions to achieve desired results during critical phases of response and recovery. Considerable experience in non-profit administration, communications, grants, fundraising or similar organization environment. Must possess a satisfactory driving record and a valid driver's license.
