Capital Region Airport Commission Procurement Manager in Richmond, Virginia

Reporting To: Director of Finance
General Summary:
The Procurement Manager oversees the daily operation and activities of the Procurement department. Refine and administer the Capital Region Airport Commissions procurement policies and practices to ensure compliance with public procurement laws and applicable federal regulations, including FAA and EDA funding requirements. This position will also ensure that procurement documents are appropriately drafted and executed on behalf of the airport Commission, which includes preparing, organizing, and maintaining request for bid (RFB), request for proposal (RFP), request for qualifications (RFQ), request for information (RFI), and contract records in accordance with Commission policy guidelines. A key focus of this role will be to coordinate with Commission leadership to ensure their procurement needs are met. The Procurement Manager is responsible for conducting market research, assisting with specification development, maintaining, and optimizing procurement software modules, awarding bids, supporting DBE/ACDBE programs and initiatives, contractor bond and insurance reviews, recommending policy and procedure improvements, and providing analysis for decision-making purposes.
Supervisory Responsibilities:
Hires and manages the Purchasing Specialist, and other staff as needed.
Oversees the daily workflow and schedules of the department.
Conducts performance evaluations that are timely and constructive.
Duties/Responsibilities:
Collaborates with other departments and leadership to identify and develop needs and requirements for equipment, materials, products, and acceptable substitutions.
Assesses current material availability; reasonably predicts future availability based on the market, delivery systems, and other variables.
Prepares and presents market conditions and merchandise cost reports.
Oversee process of purchase orders and requisitions for materials, supplies, equipment, contracts and capital purchases.
Drafts, explains, and implements instructions, policies, and procedures for purchasing and contract management.
Evaluates and approves conditions for issuing and awarding bids.
Resolves grievances with vendors, contractors, and suppliers.
Maintains and/or implements purchasing and recordkeeping systems.
Acts as the company's representative in negotiations with suppliers.
Coordinates removal or disposal of surplus materials.

Research, analyze, and provide executive level summaries for a broad range of contractual and regulatory matters.
Perform required analysis, data collection and market research, identifying and utilizing appropriate principles, methods, and quantitative data collection methods.

Education and Experience:
Bachelors degree in related field required.
At least three years of experience in a related field required.

Physical Requirements:
Prolonged periods of sitting at a desk and working on a computer.
Must be able to lift up to 15 pounds at times.
Must be able to access all areas of the facility to determine needs.
May require travel.
Working Conditions:
- Normal office environment where there is no physical discomfort or exposure to hazards due to temperature, dust, noise, etc.
