Team Carney is actively seeking Instructional Systems Specialists (Designers) to support in the area of Homeland Security Intelligence.  Our ISS/ISD employees design and develop, or re-design, instructional content for web-based, instructor-led courseware, and/or blended training; nurture and sustain strategic client partnerships and ensure delivery of high-quality solutions and improve workforce performance. 

This position isRemote.  Projected start in August 2024.    

ACTIVE TS/SCI CLEARANCE REQUIRED  

Responsibilities:

  • Implement the Analysis, Design, Development, Implementation, and Evaluation (ADDIE) process to design courses, create new learning objectives and develop lesson plans. 

  • Incorporate instructional strategies that support testing and evaluation to use integrated scenarios assessments across multiple training programs. 

  • Assist with instructor preparation to sequence, schedule, and observe/evaluate delivery and/or data to provide feedback to leadership.

  • Work closely with Subject Matter Experts to develop training that is impactful and addresses the workforce performance needs. 

  • Operate appropriate Microsoft applications, (Word, Excel, Outlook, Power BI, Power Point and Teams), Adobe applications, audio-visual equipment including microphones, video cameras, audio video projectors, screens, pointers, and other classroom devices. 

  • Use curriculum development software such as Adobe Captivate and curriculum delivery systems such as Blackboard to develop training for all modalities to include: In- Resident; Mobile Training Teams; eLearning, Web Based Training (WBT) and Computer Based Training (CBT); and synchronous and asynchronous distance learning programs. 

  • Comply with the ITA Instructional Systems Design SOP and the Federal Law Enforcement Training Accreditation Board (FLETA) requirements in supporting and documenting each step of the Instructional Design process. 

Minimum Requirements:

  • Five (5) years’ experience in designing and developing formal workforce training programs using backwards curriculum design. 

  • A four-year degree from an accredited institution of higher learning is required in Curriculum Development, Instructional Design, Educational Technology, eLearning Development, Adult or Secondary Education, Educational Psychology, or other relevant educational degree. 

  • A minimum of 24 college credit hours in training design are required. This requirement may be substituted with a 40-hour certification in Training Design and Development and the above immediate experience requirement. 

  • Demonstrated understanding of adult learning theory and related frameworks. 

  • Demonstrated development of assessments, such as tests, rubrics, or checklists. 

  • Proven excellence in written and verbal communication skills. 

  • TOP SECRET/SCI security clearance. 

Preferred Qualifications:

  • Experience with Intelligence training preferred.
