Position Summary:

Science Applications International Corporation (SAIC) is seeking a Continual Improvement Manager to join our team supporting an active program with a major state & local government customer. This is a key position for our customer and it reports to the Process and Continual Improvement Team Manager (PACI). PACI is responsible for driving process and continual improvements across an integrated, multi-supplier environment (MSI). The PACI team is also responsible for tracking the review and updates of IT Infrastructure Library (ITIL) based service management manuals, operating level agreements, and other processes, work instructions and procedures as needed to support the MSI, our suppliers, and our Commonwealth of Virginia (COV) customers.

Essential Duties of this Position Include:

  • Lead and manage a small team of Continual Improvement Analysts from identification, facilitation, tracking, solution ideation, implementation, metrics gathering and analysis, and lessons learned activities. Track staff performance and mentor staff in CSI best practices, methods, and experience sharing.

  • Oversee and improve the state of the Continual Service Improvement (CSI) Practice to include identification of practice improvements, alignment to our customer's strategic technology objectives, visualization, transparency and communication of CSI successes and challenges.

  • Observe and augment the CSI practice. Identify ways in which the team can more efficiently accept, assess, measure, implement, and monitor our CSIs in alignment with our customer's strategic objectives and priorities.

  • Lead and facilitate high-profile continual improvement initiatives using established methodologies, such as ITIL's CSI 7-Step Approach, ISO PDCA, Lean Six Sigma (DMAIC), Kaizen, or Agile.

  • Collaborate with stakeholders, suppliers, and customers across the COV to identify areas for improvement, quantify the current state baseline, set target outcomes and prioritize improvement opportunities based on their impact on business goals and enterprise value.

  • Help conduct process assessments, root cause analysis, and performance evaluations to identify inefficiencies, bottlenecks, and areas for optimization.

  • Help develop and implement action plans and solutions to address identified improvement opportunities, including process redesign, automation, and technology enhancements.

  • Monitor and track the progress of improvement initiatives, ensuring that they are completed on time and within budget, and that targeted benefits are realized or lessons learned are communicated.

  • Establish performance metrics and key performance indicators (KPIs) to measure the effectiveness of improvement initiatives and track their ongoing performance.

  • Analyze data and generate presentations, dashboards, and/or reports to communicate the results of improvement efforts to stakeholders and senior management.

  • Facilitate training sessions and workshops to educate our multi-supplier teams and our customer on how to identify continual improvements, use best practices and methodologies, and foster a culture of innovation and excellence.

  • Drive change management integration to ensure the successful adoption of new processes and practices across the organization.

  • Stay informed about industry best practices, emerging trends, and new technologies related to continual improvement, and make recommendations for their adoption where applicable.

Qualifications

Education / Certifications / Other:

  • Bachelor's degree in Business Administration, Computer Engineering, Operations Management, or a related field.

  • 7-9 years of experience in process improvement, quality assurance, business analysis, or project management roles, preferably in an IT Operations industry within the corporate or government landscape.

  • 1-3 years of experience managing a small team of process or quality analysts preferred.

  • Foundational certification in at least 1 continual improvement best practice such as ITIL 4, Lean Six Sigma, Agile (e.g. Scrum or SAFe), CMMI for Services, ISO 9001 required. ITIL Managing Professional certification or equivalent preferred. These certifications demonstrate proficiency in process improvement techniques and methods.

  • Strong knowledge of continual improvement data collection, data mining, statistical analysis and data visualization tools such as Pareto Charts, Histograms, Value Stream Mapping, Ishikawa Diagrams and Root Cause Analysis.

  • Proficiency in IT Service Management, IT Operations Management, and IT Business Management practices and data analysis tools and related software, such as Microsoft Excel, ServiceNow, PowerBI, or Tableau is preferred.

  • Familiarity with change management principles and practices to facilitate the adoption of new processes and practices across an organization

  • Proficiency in continual improvement methodologies and tools such as Lean, Six Sigma, Kaizen, Value Stream Mapping, Root Cause Analysis, DMAIC (Define, Measure, Analyze, Improve, Control), PDCA (Plan, Do, Check, Act), etc.

  • Proficient using M365 applications to include Visio. Advanced Excel to include pivot tables, calculations, and some basic scripting preferred.
