We are currently seeking a Subcontract Administrator (Senior) for our Richland, WA office to support the procurement and subcontracting needs of our Design, Integration, Construction, Communication, and Engineering projects, among other federal government and commercial projects. Your Role: Assist with developing, coaching, and inspiring teams to achieve business goals and objectives. Work with high initiative and drive to complete assignments on time with exceptional quality. Balance multiple priorities while keeping workload organized. Determine appropriate flow-downs. Prepare and issue competitive and non-competitive solicitations. Oversee and/or prepare and negotiate the most complex purchasing documents (e.g., purchase orders, terms and conditions). Help lead changes in policy/process improvement (e.g., streamlining workflows, identifying, and implementing best purchasing practices). Conduct supplier negotiations (e.g., price, lead time, communication process, and contract development). Prepare award determination memos that document source selection, cost justification, risk management, and technical qualifications of selected suppliers. Prepare request for consent packages. Prepare and award purchase orders and subcontracts for services, materials, supplies, and equipment within delegated purchasing authority. Analyze price or cost to determine if the selected supplier is offering a fair and reasonable price. Determine supplier responsiveness to the solicitation. Determine if the supplier is responsible. Maintain complete and compliant digital procurement files on shared databases. Review subcontractor invoices for compliance with order terms. Perform small business outreach. Ensure purchasing activities are in accordance with applicable federal regulations or client requirements. Ensure client flow-down requirements are properly included in purchase orders and subcontracts. Qualifications: Bachelor's degree with a focus in Business. 10+ years of subcontract administration experience. Experience effectively managing personnel and building teams. Working knowledge of different contract types (i.e. firm fixed price, fixed unit price, labor hour, time & material, cost reimbursement) and the Federal Acquisition Regulations. Proficiency in Microsoft Word, Excel (formulas), and SharePoint. Oracle experience preferred, but not required. Experience working with foreign subcontractors preferred, but not required. Excellent written and oral communication skills. Experience soliciting, awarding, and managing construction subcontracts preferred, but not required. A pre-employment drug screen in compliance with federal regulations is required, along with a physical if needed.
