Job Responsibilities/Duties
Hanford Tank Waste Operations & Closure (H2C), the prime contractor for Tank Operations Contract, delivers exceptional performance in safely removing, treating, and disposing of tank waste. H2C leads the nation's largest and most complex radioactive waste cleanup, including closure of the legacy waste tanks at Hanford containing 56 million gallons of radioactive and chemical waste. The Senior Contracts Counsel provides a variety of legal services to H2C management and staff. Such services include performing research, drafting legal opinions, providing legal advice and counsel, directing the activities of outside counsel in litigation and other matters, participating in trial work both individually and as support to outside counsel, and carrying out the legal processes necessary to affect the rights, privileges, and obligations of the company. Additional responsibilities include preparing and reviewing legal and technical documents, and representing the company in negotiations, general company corporate matters, and litigation.
Essential Functions include but are not limited to:
Preparing and reviewing contracts, procurement documents, and other legal documents in connection with H2C's operations, technology, and business.
Providing advice and counsel on an ongoing basis to the contract, procurement, and business, organizations within the company and, when necessary, engaging with management in resolving issues, conflicts, and disputes that arise within those organizations.
Advising and supporting the Environmental, Safety, Health, and Quality (ESH&Q), Human Resources, and Labor Relations organizations as needed.
Counseling H2C management as to legislation, court decisions, industry issues, evolving legal theories, regulations, judicial and quasi-judicial rulings, and corporate policy and procedures.
Drafting original documents and conducting negotiations involving complex and high value transactions.
Interacting and coordinating with attorneys in the U.S. Department of Energy's Office of Chief Counsel for the Office of River Protection/Richland Operations Office, as well as DOE management and staff, as needed.
Analyzing complex legal issues and legal theories as they relate to the company's business.
Researching legal references and preparing opinions where there may be little applicable statutory, regulatory, or case material.
Coordinating responses to discovery requests and pursuing alternate methods of resolving disputes.
Drafting correspondences, and assuring communication and timely responses to and from outside attorneys, company staff, and insurance carriers.
Experience or a background in environmental law, labor law, and employment law also are considered relevant to this position.
Required Qualifications
Grade 21:
Juris Doctor (JD) from accredited school.
Five (5) years of related experience
An active membership and "Good Standing" status in at least one Bar Association of any state in the United States.
If not currently a member, the candidate must be admitted to the Washington bar or obtain a "limited license" to practice as in-house counsel pursuant to Washington Admission and Practice Rule 8(f) within six months of the employment start date.
Grade 22:
Juris Doctor (JD) from accredited school.
Ten (10) years of related experience
An active membership and "Good Standing" status in at least one Bar Association of any state in the United States.
If not currently a member, the candidate must be admitted to the Washington bar or obtain a "limited license" to practice as in-house counsel pursuant to Washington Admission and Practice Rule 8(f) within six months of the employment start date.
Desired Qualifications
A strong working knowledge of the Federal Acquisition Regulation (FAR) and Department of Energy Acquisition Regulation (DEAR).
Past legal experience in government contracting and/or procurement.
Compensation & Benefits
In accordance with the company's philosophy on compensation for exempt and salaried non-exempt employees, H2C takes into consideration a variety of factors when determining initial salary to include assigned job scope and responsibility, a candidate's qualifications as compared to internal comparators performing in a similar role, and the external labor market. A salary offer will be made within the targeted hiring range posted. Note a candidate's prior salary history will not be taken into consideration.
Hiring Range Minimum: $142,038
Hiring Range Maximum: $209,688
