Overview

This position is responsible for providing expert knowledge and regulatory analysis in support of PNNL’s waste management program. The successful hire will work as a team member to ensure PNNL’s hazardous, radioactive, and mixed wastes are managed safely, consistently, compliantly with all applicable State and Federal regulations, DOE Orders and Policies, and other requirements, and following PNNL procedures.

Responsibilities

Serves as a technical expert in the management of assets (property, chemicals, biological materials, radioactive materials, etc.) and wastes at the Laboratory. The overall objective of this position is to provide secure, compliant and efficient leadership in asset lifecycle and waste management as well as packaging and transportation of hazardous materials. This position is responsible for providing oversight to ensure facility and project compliance with statutes, regulations, and policies. Position can represent the Laboratory during inspections from outside agencies such as the Dept. of Ecology, EPA and USDOT.

This position will have the following key responsibilities and accountabilities:

  • Provide research and maintenance staff with a point of contact and conduit to answer and resolve questions and concerns related to the responsible disciplines.

  • Materials and Waste Management:

  • Manage waste storage areas (90-day, SAA, radioactive) proactively, independently, and compliantly.

  • Be cognizant of chemical, biological and radioactive material inventories, customer needs, and all business and operations systems/requirements, including the understanding of facility operating boundaries and managing these inventories within acceptable limits.

  • Track, monitor, reconcile, and report inventory status and trends with recommendations for action including performance metrics management.

  • Coordinate materials acquisition, unwanted inventory disposition, including transfer/sharing.

  • Serve as the material balance area custodian for nuclear material inventories.

  • The individual must work closely with other Hazardous Materials & Waste Professionals and research staff while implementing operational and technical programs under the scope of the hazardous materials and waste lifecycle.

  • The incumbent should be well rounded and have proven experience in Hazardous materials and waste management. Preferred areas of experience include; hazardous waste designation and management, hazardous materials transportation, waste profiling with receiving TSD’s, chemical and radioactive material hazards, hazardous material emergency response, chemical inventory management, environmental compliance, and recycling.

  • Property Management:

  • Identify, tag and track inventory status of PNNL personal property.

  • Coordinate annual Wall-to-Wall asset inventory to effectively manage property.

Qualifications

Minimum Qualifications:

  • BS/BA and 2+ years of relevant work experience -OR-

  • MS/MA or higher

Preferred Qualifications:

  • Well-rounded and have proven experience in hazardous materials and waste management.

  • Experience in hazardous waste designation and management, hazardous materials transportation, waste profiling with receiving TSD’s, chemical and radioactive material hazards, hazardous material emergency response, chemical inventory management, environmental compliance, and recycling.

Hazardous Working Conditions/Environment

  • Work will include working with hazardous materials (biological, chemical, radiological).

  • PPE is required to work some tasks.

To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation. This investigation includes a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last year. This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.

Please be aware that the Department of Energy (DOE) prohibits DOE employees and contractors from having any affiliation with the foreign government of a country DOE has identified as a “country of risk” without explicit approval by DOE and Battelle.
