Responsibilities

We are seeking a people-focused leader passionate about defining and driving Physical, Personnel, and Program Security operations to serve as the Security Group Leader (GL) for the Field Intelligence Element (FIE). The FIE Security Group is responsible for envisioning, building, and sustaining the laboratory’s classified research environments in alignment with ICD 705, which allows PNNL staff to solve the most sensitive R&D challenges while keeping national security information out of the hands of our adversaries. The FIE Security GL embodies people-oriented leadership, deep mission understanding, and technical expertise to create and implement the group's Security vision and strategy for delivering best in class secure space and associated capabilities to advance the laboratories missions.

This position is full time, on site in Richland, WA, with no remote work option due to the sensitivity of the work.

The GL provides line management and technical leadership for the group, with responsibility for selecting, maintaining, and growing the people, equipment, facilities and technical capabilities necessary to support the laboratory’s national security mission. The FIE Security group includes 20+ staff located in Richland, WA and the GL oversees a leadership team of 2 direct reports, responsible for areas such as, Security Operations and Program Security. The GL leads these teams in developing growth strategies and identifying and removing barriers. The GL establishes high standards, seeks continuous improvement and establishes a culture of quality while creating the productive, positive work environment that enables the success of each team member.

The FIE Security GL partners closely with the FIE Director as well as the two other FIE GLs to ensure a fully functioning team, able to support the requirements of the FIE. The GL is responsible for recruiting, retaining, and developing security professionals and providing facilities and equipment for those staff, while the FIE Director is responsible to the DOE Office of Intelligence and Counterintelligence (DOE-IN) for successfully implementing the requirements in ICDs and EOs.

In partnership with the FIE Director, the FIE Security GL creates a work culture that prizes customer service, mission impact, operational success, and strong teams while emphasizing engagement, operational discipline, security and safety.

The FIE Security GL works to continuously enhance the groups reputation and visibility with stakeholders inside and outside the Lab, guiding the capability through its own growth. As a member for the National Security Directorate's extended management team, the FIE Security GL also identifies, solicits and applies overhead and R&D funding and other resources necessary to meet these objectives. Depending on level of experience, the selected candidate may contribute to business and institutional objectives across the Nation Security Directorate and PNNL more broadly.

Qualifications

Minimum Qualifications:

  • BS/BA and 10 years of relevant experience -OR-

  • MS/MA or higher and 8 years of relevant experience

Preferred Qualifications:

  • Demonstrated experience in leadership and management positions within the DOE enterprise.

  • Demonstrated knowledge and experience implementing ICD 705 requirements.

  • Demonstrated experience support national security programs.

  • Operational and technical leadership, strategic planning, management oversight, relationship building, decision making, and strong verbal and written communications.

  • Ability to collaborate with research customers and maintain effective relationships with customers.

  • Demonstrated experience supporting IC sponsors.

  • Active DOE Q or DOD TS clearance.

Additional Information

This position requires the ability to obtain and maintain a federal security clearance.

Requirements:

  • U.S. Citizenship

  • Background Investigation: Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance with 10 CFR 710, Appendix B.

  • Drug Testing: All Security Clearance positions are Testing Designated Positions, which means that the candidate selected is subject to pre-employment and random drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).

Note: Applicants will be considered ineligible for security clearance processing by the U.S. Department of Energy until non-use of illegal drugs, including marijuana, for 12 months can be demonstrated.

Testing Designated Position

This position is a Testing Designated Position (TDP). The candidate selected for this position will be subject to pre-employment and random drug testing for illegal drugs, including marijuana, consistent with the Controlled Substances Act and the PNNL Workplace Substance Abuse Program.

In accordance with Homeland Security Presidential Directive 12 (HSPD-12) and Department of Energy (DOE) Order 473.1A, new employees are required to obtain and maintain a HSPD-12 Personal Identity Verification (PIV) Credential. To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation. This investigation includes a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last year. This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.
