Provide cost estimating and cost realism reviews pertaining to the KA LA'I KOA Village. Support development of an internal baseline to support the overall cost/schedule management of the Ka La'i Ola project. Perform a comprehensive cost realism review, inclusive of risk analysis, of the project to ensure the state allocated funding is adequate to deliver the project. Perform change analysis to the cost realism and review monthly based on the evaluation of any cost impacts transpiring from the IES Monthly Analysis Report. Provide invoice reviews to ensure the state meets it contract timeframe for approval or disapproval of an invoice. Evaluate data at the lowest level necessary to identify underlying trends and causes of current and potential future project performance issues. Develop and maintain tools for tracking and reporting cost/schedule change management. Perform targeted performance analyses to identify baseline integrity threats. Identify and analyze standard earned value metrics and variances of the most active, critical, or currently troubled work scope. Provide change control monitoring and evaluation efforts with frequent, intentional interactions with owner representative to ensure early awareness, and support real-time feedback on identified issues. Facilitate beneficial transfer and application of knowledge gained through review of contract change documents during subsequent processing of associated change order or cost claims. Deliverables: Cost realism reports and monthly updates based on impacts from the IES. Recommendation of approval or disapproval for pertaining to invoices with associated documentation. Benefit provided to client: Provides a clear understanding of the cost that the project is projected to take considering the risk in the delivery process as well as a monthly analysis of change and the cause of the change. Reduce the risk associated with the State of Hawaii providing invoice reviews within 5 days of receipt. Key job requirements: Bachelor's Degree in Engineering or Construction Management or equivalent experience with at least 7 years' experience in construction. Ability to travel to the Ka La'i Ola project site and be on-site when required. Must wear personal protective clothing (steel toe shoes, safety vest and safety glasses) at the at all times with the exception when indoors when at the Ka La'i Ola project site. Must have effective communication, organizational, and interpersonal skills; problem-solving techniques; ability to take direction. Microsoft Office suite: strong excel spreadsheet analysis and strong writing skills to support development of cost/schedule reports. Familiarity with construction processes, project contracts, engineering practices, construction techniques, civil construction Strong attention to detail; focus on accuracy, consistency, and quality of work; high degree of integrity and reliability Ability to prioritize and manage multiple tasks and flexibility in terms of assignments.
