Job Responsibilities/Duties

Washington River Protection Solutions (WRPS) is looking for a Buyer Technical Representative (BTR) in the Procurement Integration department. This individual will comply with WRPS policies and procedures and ensure the Integrated Safety Management System (ISMS) principles are incorporated into the organization's activities. Using discretion and independent judgment, the BTR will serve as the liaison between the subcontractor, Procurement, and members of the Project Team (e.g., Engineering, Quality Control, Health and Safety) and other organizations to perform assigned duties and responsibilities. Duties may include:

Approve Contract requisitions, Contract Change Requests (CCR), and invoices.

Provides guidance and on policies and procedures ensuring compliance by subcontractor personnel.

Perform subcontract management and program administration in support of the Project Team.

Investigates and resolves varied and complex disputes, concerns, and issues that may arise between buyers, subcontractors, and the Project Team.

Point of contact for all communications between the subcontractor and WRPS for day-to-day technical matters.

Interfaces with the subcontractor and Finance/Accounting to resolve invoice questions and/or submittal verification.

Provides day-to-day administration of subcontracts in accordance with Procurement procedures and BTR qualifications.

Monitors the technical progress of the subcontract and reviews funding to ensure funding limitations or period of performance are not exceeded.

Support negotiations with suppliers and subcontractors. Act as primary point of contact for all communications between the subcontractor and WRPS for day-to-day technical matters after contract award.

Performs invoice reviews to assure pay requests are in accordance with technical and contract requirements. Ensure technical reviews are complete and sufficient backup documentation is attached to support payment of invoices from subcontractors.

Participate in procurement planning discussions relating to acquisition strategy development activities.

Implements, supports, and monitors procurement reporting systems to meet project requirements.

Required Qualifications

Grade 14:

Bachelor's degree (BA/BS) in related field;

Two (2) years' relevant experience or equivalent combination of education and/or experience.

Successfully completes the BTR Qualification within sixty (60) days of hire and maintains qualification accordingly.

Grade 15:

Bachelor's degree (BA/BS) in related field;

Three (3) years' relevant experience or equivalent combination of education and/or experience.

Successfully completes the BTR Qualification within sixty (60) days of hire and maintains qualification accordingly.

-Note the essential duties for this grade level are like that of the previous grade level, however the scope of responsibility is larger, and the expected level of performance is increased.

Desired Qualifications

  • Familiarity with use and direction provided in policies and procedures relating to procurement and subcontract management methods and techniques.

  • Experience in using WRPS computer programs such as, but not limited to, Asset Suite, IDMS, and SmartPlant Foundation.

  • Technical background or experience with engineering services, Hanford site Usage Based Services for Hanford site contractors and/or field operations at the Hanford site.

  • Understanding of the Procurement cycle and associated durations and impacts to the overall cycle time.

  • Extensive understanding of policies and procedures relating to procurement and subcontract management methods and techniques to include relevant Federal Acquisitions Regulations (FAR) and Department of Energy Acquisition Regulations (DEAR).

Compensation & Benefits

Grade 14:

Hiring Range Minimum: $71,200

Hiring Range Maximum: $89,800

Grade 15:

Hiring Range Minimum: $78,338

Hiring Range Maximum: $98,813

In accordance with the company's philosophy on compensation for exempt and salaried non-exempt employees, WRPS takes into consideration a variety of factors when determining initial salary to include assigned job scope and responsibility, a candidate's qualifications as compared to internal comparators performing in a similar role, and the external labor market. A salary offer will be made within the targeted hiring range posted. Note a candidate's prior salary history will not be taken into consideration.
