Noblis Senior Operational Energy Program Analyst in Reston, Virginia

Responsibilities

Overview:

On Noblis’ energy and sustainability team, we are dedicated to addressing our planet’s and Nation’s biggest challenges, including achieving resilience in Department of Defense (DoD) operational energy programs. We are seeking a professional who will be a member of our team working with DoD partners. As a senior energy program analyst on our team, you will lead a number of projects, including energy use analysis, energy resilience initiatives, policy analysis, and technology reviews that that enable resilient energy for the Joint warfighter, adoption of clean energy technologies, and reduce logistics requirements in contested environments. You may engage in other initiatives as well, such as strategy development, support for Congressional testimony, and coordination with DoD components.

Responsibilities:

  • Program management and analysis support to develop strategy and policy for DoD operational energy programs

  • Support operational energy policy and resilience initiatives, as well participation in sustainability planning, legislative proposals, and analyses of energy data

  • Provide energy programming and budgetary alignment support to clients and develop related strategic communications for senior leaders on ongoing and future initiatives

  • Provide expertise to JCIDS and joint planning processes

  • Analysis of logistics and supply chains to provide options for reducing theater energy demands; support wargaming activities, as requested

  • Support development of literacy and workforce training resources to advance energy initiatives.

  • Coordinate across government agencies and established working groups as needed to ensure cooperation and leadership on energy initiatives

Required Qualifications

  • Bachelor’s degree in relevant field (e.g., engineering, public administration, public policy, science, economics, sustainability, energy policy, supply chain) plus 5 years' experience (or a Master's degree plus 3 years' experience)

  • Knowledge of operational energy resilience or sustainability initiatives

  • Experience in DoD bulk fuel support, fuel storage, and energy distribution

  • Presentation skills and experience presenting to technical and nontechnical audiences

  • Experience in using spreadsheets and databases to perform data analysis

  • U.S. Citizen

Desired Qualifications

  • Advanced degree in relevant field (e.g., engineering, public administration, public policy, science, economics, sustainability, energy policy, supply chain)

  • 15 years’ experience

  • 5 years of OSD/Service Secretariat/Joint Staff experience

  • Knowledge of DoD Programming and Budget cycle

  • Experience with DoD installation or operational energy offices

  • Strong data analysis skills in Excel, Tableau, PowerBI and/or R

  • TS/SCI Clearance

  • Preference given to candidates located in, or willing to relocate to, Washington, D.C. metro area

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.

USD $90,300.00 - USD $141,075.00 /Yr.
