Job Summary:

Oversees, prepares, reviews and presents general and/or discipline project estimates (civil, mechanical, piping, electrical, construction distributables, services) estimates in heavy civil, airport, light rail, Renewable Power, Fossil Power as required by the Estimating Manager. Responsible for conceptual estimating, cost analysis and estimate planning, coordination and consolidation. Responsible for directing the cost estimate effort on a major project or on multiple small projects. Performs department organizational and administrative activities when delegated. Provides direction to others on project/program level tasks.

Major Responsibilities:

The following duties are performed with respect to Estimate Execution, the process of conducting an evaluation of services and/or capital cost elements of a project or effort as defined by an agreed-upon scope that will be used to make key management decisions:

  • Provides day to day direction to discipline & indirect estimators (mechanical, piping, electrical, or civil).

  • Proactively engages with all functions providing input to discipline estimate (supply chain, engineering, construction, proposal management).

  • Reviews inputs from all functions, performs quality check on their deliverables, provides feedback to the functions.

  • Manages the development of estimates from inception to completion. Develops an achievable estimate plan, inclusive of budget, and leads the estimating team in executing the estimate. Consolidates the estimate components and prepares the proposal internal review documents and bid forms.

  • Reviews estimates and ensures quality and integrity. Ensures lessons learned are incorporated into the estimate.

  • Manages proposal strategies with Proposal Management and joint venture partners as applicable.

  • Prepares basis and assumption documentation.

  • Reviews design or Request for Proposal (RFP) scope criteria and quantities for completeness and reasonableness, and coordinates with the project to develop additional estimating basis when information is incomplete.

  • Support bid evaluation of cost and schedule criteria. May participate in discussions with vendors.

  • Leads team and performs contingency analysis.

  • Effectively presents estimate Management Review package to estimate team, department management and business line management.

  • Prepares and provides guidance in the preparation of proposal cash flow models and working capital analysis.

  • Performs and reviews escalation calculations.

  • Assesses and integrates commercial terms and conditions into estimates.

  • Evaluates productivity and develops probable construction cost based on crew craft productivity.

  • Assist / coach direct and indirect estimators.

Education and Experience Requirements:

  • Bachelor’s Degree with 15 years of related experience or related experience.

  • Field Experience on large, complex EPC projects and a demonstrated understanding of construction methods.

  • Project Experience in several types of business lines (i.e. Combined Cycle, PV Solar, Datacenter, Pumped Storage Hydro, Metro, High Speed Rail, etc)

Required Knowledge and Skills:

  • Advanced level of expertise in the use of MS Word and MS Excel.

  • Experience with civil/mechanical/electrical or indirect estimate development.

  • Skilled in oral and written communication with demonstrated ability to present cost information to peers and management.

  • Ability to Travel.

  • Ability to work under pressure with little supervision.

  • Ability to perform productivity analysis of construction operations and verify results by staffing and crew analysis of work operations.

  • Demonstrated ability to analyze estimate data and compare to completed project data.

  • Demonstrated ability to communicate, organize, direct, perform, review and present cost engineering products.

  • Experience in management and coordination of major cost estimate, proposal efforts and/or project forecasts.

  • Experience supervising a team.

  • Advanced knowledge of EPC estimating methods, processes, and procedures.

  • Understands various estimate classifications and components.

  • Experience with Lump Sum Design Build and Order of Magnitude (OOM) estimates.

  • In-depth knowledge of project schedules and ability to predict/extrapolate costs curves based on experience of scheduled-activities/cost correlation analysis.

  • Understanding of cost index and escalation projections.

  • Knowledge in the use of technology for executing work processes. Proficient in Microsoft and scheduling software applications currently being used by Bechtel (Word, Excel, Access, PowerPoint, Primavera, Microsoft Project). Proficient in estimating applications used for discipline estimates and basic knowledge of general estimating systems currently being used by Bechtel (EPIC, HCSS, etc.) or similar commercial products.

  • Technical and practical comprehension of engineering, procurement and construction methods and techniques.
