SAIC’s Business Enablement organization is seeking an experienced and highly adaptable senior member to support its Commercial Operating Segment.

Position Description:

The Commercial Contracts Principal will be a part of a team of contracts, subcontracts, and pricing professionals, with the primary responsibility of supporting the operational effectiveness of a Commercial practice and business segment within SAIC, a leading Federal technology integrator. The position encompasses establishing, managing, and executing commercial strategies, alliances, and innovative product development. The role demands a comprehensive understanding of Federal Acquisition Regulations and commercial contracting practices, as well as the ability to manage commercial proposals and complex contractual agreements, including those related to emerging technologies and product development.

This position is currently anticipated to be fully remote.

Required Unique Qualifications/Position Activities:

· Create and review commercial proposals, ensuring they are compliant and competitive.

· Coordinate the preparation of intercompany proposals into CAS segments leveraging commercial offerings.

· Oversee the proposal process to ensure commercial terms, cost narratives, data rights/license agreements, and FAR/commercial clauses are appropriately addressed.

· Support the company's response to Market Research, shaping RFPs towards commercial-type acquisitions.

· Provide expert support across the enterprise on contractual terms and considerations under FAR Part 12 – 15, GSA schedules, and emerging technology acquisitions.

· Develop and deliver comprehensive commercial training programs and white papers on relevant topics.

· Support the strategic vision for the commercial contracting, subcontracting, and pricing team, ensuring alignment with the company's broader goals.

· Support product development activities.

· Respond to questions concerning commerciality, fair and reasonable price determinations, and regulatory compliance.

· Collaborate with product owners to establish product-specific commercial terms, including EULAs and Professional Services Agreements.

· Lead vendor and pricing discussions related to product development and delivery.

· Design pricing strategies that optimize profitability while remaining competitive in the marketplace.

· Experience with developing acquisition strategies for emerging technology (e.g., AI, cloud computing, etc.) including identifying and assessing new technology opportunities, understanding market trends and client landscapes, creating comprehensive acquisition plans, and ensuring alignment with organizational goals and regulatory requirements. The candidate should have a track record of successfully navigating the challenges associated with emerging technologies, such as risk management, rapid innovation cycles and evolving standards.

The candidate will be self-motivated with the ability to influence the team and stakeholders through contractual, legal and complex issues while possessing the following general skillset/abilities:

· Develop, review and conduct strategic and sensitive oral and written communications.

· Review contractual documents and proposals to ensure adherence to company policy, government specifications, and requirements and conformance to master agreements.

· Advise internal customers and management on contractual rights and obligations and provide interpretation of contract terms and conditions. Provide leadership in contract execution, anticipate and resolve problems, and ensure inter-group communication and cooperation.

· Assess issues, risks, and develop solutions independently.

· Responsible for compliance with all Government contract requirements, internal policies, and all Federal, State and applicable laws.

· Work closely with legal, functional counterparts and senior leadership of the company. 

· Support special projects as assigned.

· Ability to function well in a fast-paced, dynamic work environment.

· Ability to manage multiple projects and tasks simultaneously.

· Ability to effectively influence, negotiate, and communicate with internal and external business partners/customers and interact with senior leaders.

· Ability to resolve highly complex issues, develop negotiating strategies and provide creative solutions.

· Strong interpersonal, written, and oral communication skills.

· Periodic travel to support to other SAIC and customer locations

Qualifications

Required Education and Qualifications:

· Bachelors and ten (10) years or more of related experience; Masters and eight (8) years or more experience ; PhD or JD and five (5) years or more experience.

· US Citizenship Required.

· Strategic mindset with a focus on driving innovation and adapting to evolving business landscapes.

· Experience with Microsoft Office (Outlook, Word, Excel, and PowerPoint).

· Must have understanding of the government acquisition process.

· Working knowledge of FAR and Public Laws relating to contracting and procurement.

· Excellent oral and written communications and ability to communicate clearly, effectively, and independently with senior management.

· Experience in Word Processing and Electronic Spreadsheets.

· Expertise in FAR and DFAR, particularly FAR Part 12, GSA Schedules, and Special Item Numbers (SIN).

· Proven experience with various contract types, including FFP, cost-plus, and IDIQ.

· Demonstrated ability to negotiate and manage complex agreements and relationships with third parties and internal stakeholders.

· Strong analytical and critical thinking skills, with the ability to conduct detailed proposal reviews and pricing analysis.

· Excellent communication, interpersonal, and presentation skills, able to effectively influence staff and present complex information to stakeholders.

Desired Qualifications/Position Activities:

· Experience in Price Analysis Techniques.

· Costpoint Purchasing System experience.

· Experience in Supply Chain/Procurement/Purchasing.

· General knowledge of Supply Chain Management practices as well as procurement systems.

· Support M&A and Venture activity

· Negotiate and manage Corporate-level strategic alliance agreements

· Negotiate third-party EULAs and Vendor Agreements, ensuring favorable terms for the company.

· Experience utilizing various Cloud Service Provider’s Marketplaces.

· Experience working in a commercial organization, or Tech company.
