Classification Description Summary

SUMMARY: The Police Services Specialist II performs a variety of advanced clerical and skilled technical, programmatic, and administrative duties requiring the application of program knowledge and administrative, secretarial, and clerical skills in support of the Reno Police Department; assumes on-going programmatic responsibilities specific to area of assignment; researches and recommends new service delivery methods, policies, and procedures; coordinates assigned programs, projects, and services with other City departments, divisions, and outside agencies; and provides specialized departmental information and assistance to City staff and the general public.

Distinguishing Characteristics: The Police Services Specialist II performs skilled technical and advanced specialized administrative and office support functions with minimal direction and supervision. Incumbents are responsible for providing programmatic and administrative support services to the Reno Police Department and overseeing and training of the Police Services Specialist, as well as any new hires for the Reno Police Department. Therefore, the position requires an experienced and thorough knowledge of regulations, policies, and procedures related to the area of assignment. Assigned work requires the use of initiative and judgment in selecting appropriate work methods, interacting with and handling complaints from customers, parties of interest, and the public, and in solving non-routine problems based on knowledge gained through experience. This is differentiated from the Police Services Supervisor who is focused on delegating, coordinating, overseeing, and supervising the work of those assigned to the area.

Supervision Received and Exercised: Work is normally reviewed upon completion to ensure compliance with departmental goals, plans, and policies; autonomy is granted at the functional area level; work is subject to departmental policies and accepted professional standards. Major work activities are covered by organization guidelines and directives permitting flexibility in selecting methods, procedures, work priorities, and the planning and coordination of programs or projects to achieve desired outcomes. This position exercises supervision, guidance, and oversight to other positions.

Essential Functions

  • Provides technical support, coordinates and conducts training and development of new and existing personnel.

  • Assume lead supervisory responsibility over assigned functional area and staff as assigned; plan, prioritize, review, and participate in the duties and responsibilities of the assigned area; perform the more complex and technical work of assigned functional area; participate in the development and updating of policies and procedures related to the operations of assigned area.

  • Review and approve investigatory viability by Investigative Services Division on-line or in-person crime reports, reviewing for content, accuracy, completion of evidence follow-up, and NIBRS compliance.

  • Performs complex and advanced clerical and technical, programmatic, and administrative duties in support of the Reno Police Department.

  • Serves as a contact and liaison with the general public, Reno Police Department staff and outside agencies and organizations for assigned functions and programs; provides excellent customer service to all visitors and callers.

  • Receives and welcomes all visitors to the Reno Police Department; collects appropriate intake forms; signs-in and provides visitor's badge for those checking in for meetings, appointments, etc.; notifies Sergeant regarding "fix-it" tickets; processes evidence release requests; responds to all routine inquiries, questions and complaints in a courteous manner.

  • Answers calls direct from the public and internal personnel on multi-line telephone systems; responds to routine inquiries and transfers/refers callers to appropriate staff, unit, or outside agency for further assistance as needed; assists the public in interpreting and applying policies; ensures all questions are answered or routed.

  • Utilizes a victim-centered approach when assisting victims/survivors/witnesses of all types of crime; meets face to face with victims of crime; takes written and/or oral statements, collects evidence and writes crime reports.

  • Provides technical assistance to citizens utilizing the self-serve report taking kiosks; assists citizens in evidence collection and uploading into their case.

  • Performs a variety of special projects and assignments including the implementation and coordination of assigned program and project components; assists with the development of policies and procedures; implements and monitors program activities.

  • Compiles materials and composes reports, documents, applications, records; ensures completeness and conformance with established regulations and procedures; applies applicable policies and procedures in determining completeness of applications, records, and reports; provides information and forms to the public; collects and processes appropriate information.

  • Types and proofreads a wide variety of reports, letters, memoranda, correspondence, statistical charts, and other documents and material; types from rough draft, verbal instruction; composes documents.

  • Establishes and maintains various filing systems, schedules and records; files correspondence, reports, bulletins and cards; logs reports, applications, and/or telephone calls; maintains records.

  • Performs a variety of general bookkeeping and clerical duties and responsibilities involved in record keeping and reporting.

  • Performs other duties as required.

Minimum Qualifications

Knowledge of:

  • Practices, principles and techniques of effective customer service.

  • Operational characteristics, services, and activities of assigned functions, programs, and activities.

  • Office procedures, methods, and equipment including computers.

  • Computer applications such as word processing, spreadsheets, and statistical databases.

  • Principles and procedures of record keeping.

  • Principles and practices used in establishing and maintaining files and information retrieval systems.

  • Methods and techniques of proper phone etiquette.

  • Organization and operation of the department and outside agencies necessary to responsibilities.

Ability to:

  • Utilize a victim-centered approach when assisting victims/survivors/witnesses of all types of crime.

  • Adapt and work under steady pressure with frequent interruptions and a high degree of public contact by phone, email, chat or in person.

  • Supervise and train others in the work of the assigned area.

  • Respond tactfully, clearly, and appropriately to inquiries related to area of responsibility.

  • Demonstrate effective conflict resolution and de-escalation skills to respond to difficult situations.

  • Objectively prepare clear, concise, factual, and thorough reports and statements.

  • Prepare, maintain, file, and index a variety of reports, records, and other written materials.

  • Perform a full range of clerical and routine technical, administrative, and programmatic work.

  • Research, compile, and interpret a variety of information and make appropriate recommendations.

  • Use applicable office terminology, forms, documents, and procedures in the course of the work.

  • Understand, interpret, and apply administrative and departmental policies and procedures.

  • Prepare correspondence and memoranda.

  • Implement and maintain filing systems.

  • Communicate clearly and concisely, both orally and in writing.

  • Establish and maintain effective working relationships with those contacted in the course of work.

Education and Experience:

A High school diploma or equivalent; Three years of increasingly responsible experience in a criminal justice agency at a level comparable to a Police Services Specialist with the City of Reno or two years as a confirmed Police Services Specialist with the City of Reno.

Required Licenses or Certifications:

  • Must possess a valid driver's license or otherwise demonstrate the ability to independently get to and from multiple work locations as required.

  • Work is performed primarily in a standard office.

  • Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; to travel independently to other locations using various modes of private and/or commercial transportation; and to verbally communicate to exchange information.
