Classification Description Summary
Under administrative direction, directs, manages, supervises, and coordinates the activities and operations of the Arts and Culture Division within the Parks, Recreation, and Community Service Department including arts and culture programs, events, and facilities; coordinates assigned activities with other divisions, departments, and outside agencies; and provides highly responsible and complex administrative support to the Director of Parks, Recreation, and Community Service.
Essential Functions
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
Assume management responsibility for assigned services and activities of the Arts and Culture Division including public art, cultural arts, granting programs, cultural events, facility management, and exhibits.
Manage and participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommend and administer policies and procedures.
Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend, within departmental policy, appropriate service and staffing levels.
Plan, direct, coordinate, and review the work plan for assigned staff; assign work activities, projects, and programs; review and evaluate work products, methods, and procedures; meet with staff to identify and resolve problems.
Select, train, motivate, and evaluate assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.
Oversee and participate in the development and administration of the Division's annual budget; participate in the forecast of funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; implement adjustments.
Supervise and direct the cultural arts and public art programs within the City; submit public art and grant proposals to appropriate City of Reno staff and advisory commissions and committees for review; receive and incorporate comments into consultant/contractor agreements and/or public art designs.
Serve as a resource to staff, local artists, non-profit agencies, and the community regarding the establishment and enhancement of local performing, visual, and cultural arts and provide technical assistance as appropriate.
Communicate and confer with a variety of community organizations, agencies, special interest groups, and concerned citizens regarding services and programs; elicit opinions and relevant feedback, answer questions and address concerns, facilitate productive discussions, and represent the City in a positive and effective manner.
Participate in a variety of activities to enhance community relations; develop and manage outreach efforts and activities to enhance program visibility within the community; make presentations, attend meetings and events, and participate in community organizations as a representative of the City and its cultural development interests and efforts.
Review, analyze, evaluate, and summarize a variety of narrative and statistical data and feedback regarding assigned programs and project to monitor success in terms of utilization, customer satisfaction, cost effectiveness, and over-all value to the community; initiate and monitor necessary changes and modifications to current services as well as updating future planning and projections accordingly.
Prepare contracts; inspect or supervise on-site public art installations and/or the delivery of contracted services; evaluate completed work for project acceptance.
Coordinate plans for maintaining public art; manage public art fund and annual budget; develop new public and private funding sources; ensure the collection and proper credit and identification of contributions to the Public Art Fund pursuant to the Art in Public Places Ordinance.
Serve as subject matter expert and the liaison for the Arts and Culture Division with other divisions, departments, and outside agencies; negotiate and resolve sensitive and controversial issues.
Serve as staff on a variety of boards, commissions, and committees; prepare and present staff reports and other necessary correspondence.
Provide responsible staff assistance to the Director of Parks, Recreation, and Community Service; conduct a variety of organizational studies, investigations, and operational studies; recommend modifications to arts and culture programs, policies, and procedures as appropriate.
Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of arts administration and public art; incorporate new developments as appropriate.
Respond to and resolve difficult and sensitive citizen inquiries and complaints.
Perform related duties as required.
Minimum Qualifications

Knowledge of:
Operational characteristics, services and activities of an arts and culture program.
Principles and practices of cultural, visual, and performing arts development and administration.
Principles and practices of program development and administration.
Recent and on-going developments, current literature, and sources of information related to cultural, visual, and performing arts planning and administration.
Cultural need of various age groups.
Principles and procedures of implementing and directing public arts and cultural services programs and the development of such programs through community participation.
Principles and practices of municipal budget preparation and administration.
Principles of supervision, training and performance evaluation.
Pertinent federal, state and local laws, codes and regulations.
Ability to:
Oversee and participate in the management of a comprehensive arts and culture program.
Oversee, direct, and coordinate the work of lower level staff.

Manage facilities and/or use permits.
Conduct meetings and facilitate communications in a clear, concise, and positive manner.
Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
Research, analyze and evaluate new service delivery methods and techniques.
Interpret and apply federal, state and local policies, laws and regulations.

Coordinate multiple projects and complex tasks simultaneously.
Meet the physical requirements to safely and effectively perform the assigned duties.

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Education/Training:
A Bachelor's degree from an accredited college or university with major course work in cultural planning, arts, public administration, or a related field.
Experience:
Six years of increasingly responsible arts, culture, event, and public administration experience including two years of administrative and supervisory responsibility.
License or Certificate:
Possession of an appropriate, valid driver's license.
