CTC's Energy, Resilience and Sustainability (ERS) Division is seeking a qualified and proactive candidate to work collaboratively with senior Air Force clients and the program element monitor to support budget development and analysis across the occupational safety portfolio. You will provide program support in the areas of planning, programming, budget and analytical services to ensure that safety requirements are resourced and integrated across DAF programs. The ideal candidate will be comfortable working in a client-facing role and will be able to apply robust data analytics to identify and implement solutions in a deadline-driven environment. As a Safety Program Element Analyst, you will be a problem solver, working closely with clients to develop and utilize data driven approaches to find the best solutions to implement federal policies.
This is a hybrid position located in the Washington, D.C area, with the flexibility to work from home while participating in in-person client and team discussions at or near CTC's Crystal City office. Recurring in-person work may be required at the Pentagon (e.g., every Monday) at client direction. This position requires an active secret clearance. We take our role seriously and as part of CTC, you will collaborate with experts to provide comprehensive policy, planning, and implementation services to deliver solutions that address critical safety issues and support the military mission.
Key Responsibilities:
Support the Planning, Programming, Budgeting and Execution (PPBE) and Program Objective Memorandum (POM) processes, plans, organizes, coordinates, and carries out annual and multi-year budgeting
Interface with Department of the Air Force (DAF) programming and budget databases and tools, such as the Program & Budget Enterprise System (PBES), to develop and utilize standard and ad hoc reports
Coordinate and participate in meetings with senior DAF leaders related to policy, program analysis, acquisition, and execution
Evaluate financial and programmatic data to formulate budget, schedule, or technical/financial impacts and make recommendations to senior leaders that improve program execution
Coordinate, oversee, and draft content in response to data calls and tasks from senior DoD leadership and Congress.
Utilize data analytics to create insightful visualizations, and leveraging business intelligence tools to drive informed decision-making and strategic planning
Evaluate financial and programmatic data to formulate budget, schedule, or technical/financial impacts and make recommendations to senior leaders that improve program execution.
Assist in developing strategies to optimize efforts contained within the DAF safety POM/program element, to include creation of spreadsheets and briefing charts
Monitor and analyze funding execution to ensure consistent and proper resource alignment among projects
Work collaboratively with cross-functional stakeholders, including DAF Safety Center, Installations Support Panel, the Office of the Secretary of Defense (OSD), to implement best and emerging practices for safety information integration, reconciliation, and processing across all phases and areas
Establish and maintain good working relationships with a broad range of personnel at various organizational levels
Basic Qualifications:
Bachelor's degree in a related field and at least five (5) years of experience providing portfolio or program analysis support to the federal government
Experience supporting the PPBE and POM processes, and knowledge of the associated products, terminology, and guidance documents
Knowledge of DAF programming, budgeting, and financial systems and tools
Able to work independently with minimal supervision and manage multiple tasks with competing deadlines.
Possess a strong attention to detail and the ability create a path forward with minimal oversight
Strong analytical and problem-solving skills, identifying and implementing solutions
Experience with spreadsheet and data visualization programs, such as MS Excel and Power BI
Outstanding communication skills, influencing abilities, and client focus.
Ability to obtain and maintain a Department of Defense (DoD) Common Access Card (CAC).
Preferred Qualifications:
Master's degree
Experience working with senior civilian and military leaders in the Pentagon
Understanding of the DAF's occupational safety programs, policies, guidance, and regulations
Knowledge of the Air Force Corporate Structure, such as the Installation Support Panel and the associated data management systems
