Job Title: Information Technology Program Manager

Citizenship: U.S. Citizenship

Location: Remote (and New Carrollton MD, some travel might be required)

Clearance: Public Trust Clearance 

Project: The IRS requires contractor support to perform a variety of testing services, including Systems Acceptability Testing (SAT), Integration Testing, Performance Testing, and related support services like Test Automation and Test Data Management. These services ensure IRS applications and systems function as intended, comply with business requirements, and are free of defects before production implementation. The goal is to enhance the taxpayer experience by providing high-quality, accurate service.

The EST organization within IRS IT supports the modernization of tax processing systems, managing the software life cycle from requirements through to operations. The organization is responsible for executing applicable tests, tracking defects, and communicating results to stakeholders.

The IRS is evolving its testing methodologies to incorporate agile practices and extensive automation, supporting a modern, iterative approach to application delivery. The ITPM will play a crucial role in this transformation, contributing to the planning, execution, and continuous improvement of testing strategies and processes.

Responsibilities:

  • Oversee project managers and manage schedules, tasks, and resources effectively.

  • Collaborate with stakeholders and delivery partners to ensure successful program execution.

  • Lead and manage large-scale government IT programs, ensuring they meet scope, schedule, and budget requirements.

  • Handle conflict resolution, risk management, and implement schedule and budget controls.

  • Support the IRS in Systems Acceptability Testing (SAT), Integration Testing, Performance Testing, and other testing types as outlined in the Performance Work Statement (PWS).

  • Facilitate test automation, test data management, and overall program management to enhance the quality and efficiency of IRS-developed applications and systems.

  • Contribute to the continuous improvement of testing methodologies and processes, supporting both traditional and agile development frameworks.

Qualifications:

  • Minimum Education: Bachelor's degree in Information Technology (IT) or a related field (e.g., Computer Science) from an accredited college/university.

  • Active Project Management Professional (PMP) Certification.

  • Minimum Experience: 10+ years of program management experience within government IT programs, including overseeing project managers, managing complex schedules, and collaborating with stakeholders.

  • Demonstrated experience in leading programs with multiple projects, delivering high client satisfaction, and managing teams in IT or related technical disciplines.

  • Proven experience with conflict resolution, risk management, schedule, and budget controls.

  • Experience with Systems Acceptability Testing (SAT) methodologies, including User Acceptance, white-box, and black-box testing.

  • Familiarity with agile or iterative development methodologies and their application in a government setting.

  • IRS experience highly preferred
