About the Position: Serves as the senior consultant and advisor to the Deputy Chief of Staff for Resource Management on the assigned division. Responsibilities Reviews policies, directives, regulations, orders, etc., received from higher echelons to oversee the preparation of AMC’s authoritative interpretation of same. Serves as the senior consultant and advisor to the Deputy Chief of Staff for Resource Management (Tier 2 SES) on the assigned division. Independently evaluates and recommends actions on plans for the development of financial management programs, ensuring their integration into AMC’s and HQDA’s current and long range plans. Consults and collaborates with key representative of AMC’s staff and its subordinate organizations to ensure the effective operation of budget functions and services. Exercises the full range of supervisory personnel management and authority in directing a staff of personnel. Directs and guides the development of new approaches to solve major problems by keeping abreast of the latest developments in logistical concepts and doctrine along with the associated program and budgetary impacts. Specialized Experience: One year of specialized experience at the next lower grade which includes reviewing, analyzing, and providing guidance ensuring balance of resources; develop long-term and short-term resource management plans; oversee financial audit compliance; interpret federal budget processes, develop and oversee program budget formulation. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14). You will be evaluated on the basis of your level of competency in the following areas: Financial Management Analysis Financial Management Systems Information Technology Research and Development Managing Human Resources Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year supervisory probationary period may be required. Direct deposit of pay is required.
