U.S. Army Acquisition Support Center Program Analyst in Redstone Arsenal, Alabama

Summary About the Position: Serves as a program analyst within the Strategic Operations Rocket and Missile Project Management Office (PMO) of the Program Executive Officer (PEO), Missiles and Space on Redstone Arsenal. This is a pay banded position. The NH-03 encompasses grades 12 and 13 on the General Schedule. Responsibilities Perform a variety of duties in all phases of financial management to include the planning, preparation, development, justification, and execution of funds for assigned programs. Coordinate a responsive financial management program to assure availability of resources to meet established milestones. Financial management, execution and evaluation of Appropriated, Foreign Military Sales and/or International Program funds. Coordinate and collaborate with Product/Functional Directors and external agencies to develop execution plans and tasker response. Anticipate problems, develops sound solutions and action plans to ensure program/mission accomplishment. Ability to communicate effectively with peers and serve as an advisor and liaison to superiors on the status of projects, issues that evolve, solution recommendations, and existing concerns. Specialized Experience: One year of specialized experience is defined as: 1) Develop financial management programs to meet established milestones for development and fielding of defense systems; 2) Translate program estimates through statistical reports and presentations; and 3) Resolve all financial transactions issues within programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02 or GS-11). Position is Telework eligible, as determined by agency policy. This is a DoD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-IV of broad banding encompass the traditional GS-12 through GS-13 grades. Other initiatives under the demonstration projects include simplified classification, streamlined hiring process, and expanded developmental opportunities.
