About the Position: ACC delivers contracting solutions in order to support the Army and unified land operations. ACC enables Army readiness through global, expeditionary contracting support to warfighters engaged in military operations, weapon systems acquisition, life cycle management, sustainment and acquisition of goods. Responsibilities Serves as a senior management and program analyst responsible for the financial and budgetary analysis for the Army Contracting Command’s Foreign Military Sales (FMS) and Building Partner Capacity (BPC) Programs Oversees all budgetary and schedule planning, programming, budgeting and oversight of all FMS-ADMIN and BPC funded resources across the command. Develops all phases of planning, programming, analysis, formulations, justification, presentation and review of requirements and funding levels for the ACC and its subordinate commands, installations and activities for the assigned programs. Develops and manages plans for Title 22 administrative funds, Title 10 State Department funds, country case funds, and other DOD appropriations for assigned systems. Develops, prepares and submits documentation to include budget justification and issue sheets, impact statements, and information papers for submission to higher headquarters (i.e., USASAC, DASA DEC, ACC, AMC). Formulates and prepares a variety of briefing material to higher levels of management to review accomplishments or report potential problem areas. Performs an analysis of division projects and prepares charts used as a management tool by the Chief. Serves as the primary liaison between FMS Division, USASAC, and ACC to provide programmatic FMS Admin and BPC funded deliverables. Specialized Experience: In order to qualify for this position, an applicant's resume must have at least one year of specialized experience equivalent to the NH-03 (GS-13 equivalent) grade level in the Federal service which includes: 1) Evaluating cost/schedule/resources management and program reporting for one or more major weapons systems, or major category of vehicle technology for one or more funding categories; 2) Providing program information input to assure adequate support to command mission, goals, and objectives; 3) Identifying trends towards potential shortfall or surplus and recommending reprogramming action; and 4) Communicate program status to identify areas needing emphasis and to ensure costs and schedules are accurately planned and executed. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (NH-03 or GS-13) You will be evaluated on the basis of your level of competency in the following areas: Financial Management Planning and Evaluating Program Management This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities. Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. You will be required to undergo a background investigation leading to the successful adjudication of eligibility for a Secret Security clearance. This position is subject to a salary control point as identified in the organization's Acq-DEMO business rules. The control point for this position covers the GS-14 Step 1 ($127,073) through GS-15 Step 6 ($174,380). This salary includes a locality percentage of 21.48%. THIS IS A FINANCIAL MANAGEMENT Level 3 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position and required to be obtained within 24 months of appointment.
