Summary About the Position: This is a Human Resources Specialist position with the U.S. Army Space and Missile Defense Command in Redstone Arsenal, AL. Incumbent will be responsible for the delivery of civilian human resources management services. The US Army Space & Missile Defense Command is participating in an alternate personnel system known as the Acquisition Demonstration Project (AcqDemo). Responsibilities Assists in the planning, evaluation, and oversight of delivery of HRM services throughout the Command. Reviews existing and new proposed business practices to recommend changes. Manages the Civilian Recognition and Incentive Awards Programs for the command. Utilizes knowledge of the full range of civilian HRM functions, and Federal personnel laws, theory, rules and regulations to analyze data to identify solutions that meet program requirements. Manages assessments and evaluations of the overall health and readiness of the workforce, including Employee Engagement Surveys, Federal Employee Viewpoint Survey (FEVS) and exit surveys. Specialized Experience: One year of specialized experience which includes 1) applying Human Resource Management (HRM) principles, concepts and practices to create solutions to broad range of human resource challenges, 2) collecting data from a variety of automated sources and analyzing and interpreting the results, 3) supporting the development and implementation of human resources policies, strategies, and measures of effectiveness, 4) providing technical guidance on Federal Civilian human resources program operations and administration, AND 5) Prepares Command annual incentive awards guidance, procedures and processes for submission of all incentive and honorary awards. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11). You will be evaluated on the basis of your level of competency in the following areas: Personnel and Human Resources Planning and Evaluating Strategic Workforce Planning Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (NH-02/GS-11). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required.
