Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Business and Technical Management Career Path (AcqDemo) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serve as an Acquisition Analyst exercising independent judgment in planning, organizing, and directing the contractual aspects of assigned programs within constraints. This is a pay banded position. The NH-03 encompasses grades 12 and 13 on the General Schedule. Responsibilities Plan, develop and establish the contractual strategy for the overall acquisition program for the organization. Responsible for the full range of acquisition planning and contract management functions required to support a project. Serve as a primary representative on contract related task forces. Make reports to higher headquarters on status of contracts. Prepare and maintain current acquisition plans, appropriate milestone charts and related schedules. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience in the Federal service which includes: 1) Providing contract development and monitoring support for various weapon programs; 2) Analyzing contract performance and making recommendations for revisions; and 3) Participating in development of procurement documents which may include: performance work statements, independent Government estimates, evaluation criteria, options, funding, delivery schedules, lead times, and reporting requirements. This typically includes work performed at the next lower grade/level NH-02 (GS-11) position in the federal service. You will be evaluated on the basis of your level of competency in the following areas: Acquisition Strategy Communications Planning and Evaluating Procurement Analysis Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct Deposit of Pay is required. This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
