Job Description:

Parsons Transportation Team has an immediate opening to support work for CalTrans in Northern California. We are looking for Transportation Engineers who can provide expertise around CALTRANS and Safety.

Job Requirements

  • The candidate needs to have experience in drafting and transportation engineering duties in traffic signing and traffic investigations, preparing project plans, specifications, and estimates, reviewing, analyzing, and commenting on capital outlay projects, permit projects, Highway Safety Manual (HSM) analysis and perform traffic safety engineering duties.

  • The candidate needs to be available to report to the District 4 Office, Division of Traffic Operations, located at 111 Grand Avenue, Oakland, California, two days a week or when needed for assignments. The work also includes partial telework when not reporting to the District 4 Office. To deliver project assignments, the candidate must communicate regularly with the Parsons project manager, Caltrans task order manager, project manager, and team staff.

  • Review, analyze, and provide the traffic engineering deliverables for the Project Initiation Document (PID), Project Approval & Environmental Document (PA&ED), Plans/Specifications/Estimate (PS&E) phases of Capital Outlay/Maintenance/Local funded Projects. This duty includes but is not limited to the review of pavement delineation, traffic control devices, stage construction & traffic handling plans, and Non-Standard Special Provisions (NSSP'S).

  • Provide Traffic Safety Support during the construction of projects.

  • Attend PDT meetings to resolve and address Traffic Safety concerns of the projects.

  • Review, analyze, and comment on encroachment permits and oversight projects traffic engineering matters.

  • Research and collaboration to develop feasible countermeasures to observed collision patterns.

  • Research/knowledge of the California Manual on Uniform Traffic Control Devices; Caltrans Highway Design Manual, Complete Intersections, Standard Plans, Traffic Operation Policy Directives (TOPDs), HSIP Guidelines; Crash Modification Factors; Roadside Design Guide; Highway Safety Manual; and other American Association of State Highway Transportation Official, Federal Highway Administration, Transportation Research Board, and Institute of Transportation Engineers reports and publications; etc.

  • Participates in updating sign records. Assists the Public Information Office in inquiries and public record requests. Provides support to Caltrans' Legal Division. As required, interacts with staff of other public agencies, elected officials, law enforcement agencies, private citizens, consultants, contractors, etc., regarding traffic safety matters. Represent the Department and the District at meetings and public hearings with the support of public information officers.

  • Knowledge and experience of Traffic engineering principles and their application to transportation safety and operations

  • Knowledge and experience of Traffic engineering principles and their application to design, construction, and maintenance processes

  • Available resources to supplement his/her knowledge to make specific, definitive, and defensible decisions regarding traffic operations/safety applications such as the California Manual on Uniform Traffic Control Devices; California Vehicle Code; Caltrans Highway Design Manual, Standard Plans, Complete Intersections, HSIP Guidelines, Intersection Control Evaluation; Highway Safety Manual, Crash Modification Factors; various AASHTO, FHWA, TRB, or ITE Reports and Publications, etc.

  • Computer applications for traffic analysis procedures and database management, spreadsheets, word processing, computer-aided design and drafting (CADD)/MicroStation/AutoCAD, and file manipulation are a plus.

Education and Typical Experience

  • Bachelor's Degree or equivalent experience

  • Typical Experience:

  • 10+ years experience as a technical consultant in a related industry

Salary Range:

$60.87 - $109.57
