Description
Division : The Tarheel Electric Membership Association, Inc.
Summary Description : As a member of the purchasing department the buyer will plan, develop, coordinate, review and implement the purchase of requisitioned, approved, or specified materials, supplies, or services to ensure that optimum prices and deliveries are obtained.
Academic and Trade Qualifications : Associate degree in related field, or equivalent preferred.
Work Experience : Five years of utility purchasing and/or inside sales preferred.
Responsibilities :
Reviews and consolidates approved requisitions and specifications.
Keeps abreast of standards and specifications as well as market conditions and pricing trends as an effective purchasing guide.
Interview suppliers’ representatives regarding products or services.
Solicits and analyzes quotations of bids from approved suppliers for materials or services.
Purchases materials, supplies, and services according to established procedures, controls, and guidelines.
Enter and proofread purchase orders in computer system.
Maintains file of current catalogs and cost schedules for materials, supplies, and services.
Initiates and obtains adjustments with vendors involving discrepancies in price, receiving, or other conditions not conforming to purchase order.
Assists Director of Purchasing in inventory planning.
Reviews and recommends to Director of Purchasing procedures for proper planning.
Assists with emergency work plan during severe weather as directed.
Perform other functions or duties as required or directed.
Job Knowledge : Preferred in electric membership corporation field regarding RUS policies, procedures, and uniform systems of accounts.
Abilities and Skills :
Must be able to study, analyze, and coordinate the purchasing action to achieve optimum results
Must possess strong communication and negotiating skills
Ability to organize, plan and implement purchasing functions
Ability to operate computer terminal, PC, fax machine, calculator, and copier
Must understand and be able to compute discounts, percentages, various units of measure, etc.
Must possess strong verbal and written communication skills
Relationships and Contacts :
Reports to: Director of Purchasing
Internal Relationships: Communicates with Accounting Department and other departments regularly to purchase materials, supplies, and services.
External Relationships:
Communicates with EMC personnel to ensure proper planning and procurement of materials, supplies, and services.
Communicates with suppliers/vendors to maintain a high degree of relations with supplier personnel. Seeks information and advice pertaining to approved products, services, deliveries, and market conditions.
Working Conditions: Normal office conditions. Must be available 24 hours a day during emergency conditions.
