This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

This position is responsible for developing and implementing a rigorous data and trend analysis system for monitoring and reporting fleet performance. This position requires deep knowledge and related experience in IT systems, databases, and software— preferably including MS Excel and Access, Microsoft Power BI, Oracle Data Warehouse, Maximo or other CMMS (Computerized Maintenance Management System) and SQL. The position effectively utilizes latest tools and techniques available to carry out Asset Performance Management (APM) and data analytics functions including data retrieval, processing, validation, and prediction. This position serves as a web administrator for the department and utilizes software programs such as Adobe Dreamweaver, WordPress and SharePoint for websites. The position is also responsible for the administration of a Document Control System for the M of E department

Responsibilities may include but are not limited to:

  • Develop and establish Fleet Analysis reporting structure with emphasis on the fleet performance monitoring, assessment and continuous improvement. Prepare analysis and reporting of data and trends derived from data based in Maximo, Wayside Monitoring Diagnostic System, Oracle Data Warehouse, Event Recorder downloads, Rolling Stock Configuration reports, Rolling Stock builder data systems, Transportation’s TIMACS system, Failure Review Board and Material Review Board reports, Inventory systems, and data collected from the shops, Fleet Operations reports and QC inspections.

  • Chair or support departmental/ corporate level task forces and focus teams including Performance Improvement Team (PIT) for all fleet models, Failure Review Board (FRB), Material Review Board (MRB), Configuration Management Board, HVAC Task Force, No-Trouble Found (NTF) Committee, New Fleet Reliability Review teams, Inventory Task Force, etc.

  • Review, update and validate Maximo CAMS work order information as required. This includes system, component, and repair notes review and validation. Also markup the work orders with primary failure delay cause categories, warranty responsibility (for new fleets), service failures, performance trains (a LIRR senior management initiative) identification, Repetitive Failures coding, etc.

  • Reliability Centered Maintenance (RCM) program support. This at minimum includes RCM performance monitoring at RSU, system, sub-system & component levels; component reliability analysis and reporting; RCM progress tracking; and early warning reporting of the performance trending.

  • Identify, develop and establish early detection reports to monitor for recurrence/occurrence.

  • Provide train delay information to focus further on components and systems impacting in-service fleet failures and to improve Mean Distance Between Failures (MDBF).

  • Carry out Enterprise Asset Management (EAM), Asset Performance Management (APM) and data analytics functions, with the use of latest tools and techniques available to effectively conduct data retrieval, processing, validation, and prediction.

  • Help senior management and RCM group to develop, analyze and evaluate component Life Cycle activities.

  • Provide up-to-date fleet availability, ownership, age, spare ratio and usage information and post it on the department website for quick and easy access.

  • Provide data analyses and reports to help achieve and sustain a desired state of good repair over the life cycle of the fleets in a cost-effective manner.

  • Development and maintenance of the documented Quality Assurance Program, Quality Assurance Procedures, Quality Assurance Checklists, maintenance manuals, review of bid documents, and development and maintenance of a document control system.

  • Per MTA mandate, LIRR must maintain its workshops certification to operate per Association of American Railroad (AAR) standards. Fleet Analysis assists with AAR audit compliance by up-keeping a comprehensive quality system.

  • Assist in maintaining department’s Quality System Manual based on department’s needs and improved practices. The manual updates also include thorough revisions in accordance with the dynamic changes in the AAR M-1003 Quality Assurance Specification.

  • Create, disseminate and control the required forms, work instructions, procedures, and other documentation. Maintain Master List of Controlled Documents for Fleet Analysis, and generate and/or maintain other databases related to Document Control.

  • Support other governing agency audits be providing requested information, attending meetings, and explain the intricacies of the underlying data.

  • Work as a Document Control Administrator (DCA).

  • Ensure a safe working environment and adherence to guidelines of company safety policies and procedures. Lead by example.

  • Perform other assignments as requested by Senior Management.

    Qualifications :

  • Bachelor’s Degree in Information Technology, Mechanical/Industrial/Electrical Engineering, Statistics/Mathematics, Physics, Management, or related field with a minimum 3years of related experience in one or more fields including IT, Statistics, Data Analytics, Mathematics, or document control in operations or analytical environment.

  • Responsible for providing mission critical reports on fleet performance, identifying system weaknesses and other risks to effective train operations.

  • Generate, establish, and manage data collection and dissemination of fleet statistics on daily, weekly, monthly, and annual basis.

  • Answer statistical questions arising from different functional areas within the department, from LIRR senior management, or from MTA executives.

  • Support root cause analyses with a focus on fleet condition, systems and components.

  • Ability to apply modern data analytics and business intelligence techniques to help the department to assess the state of maintenance programs, upgrades and performance initiatives.

  • Review, update and validate Maximo CAMS work order information as required.

  • Review and test out Microsoft Power BI update loads, and work with the IT department to resolve discrepancies.

  • Capable to understand, validate and develop reliability plans and documentation.

  • Knowledge of developing and understanding Risk Management plans.

  • Working knowledge of Asset Criticality and Failure Mode Effects and Criticality Analysis (FMECA).

  • Knowledge of developing and understanding Quality plans and Quality System manuals.

  • Deep knowledge and working experience in Database Management Systems (DBMS), Enterprise Asset Management systems (EAM), and Computerized Maintenance Management Systems (CMMS) is highly preferred.

  • Cognizant with using the latest tools and techniques available to effectively carry out EAM and data analytics functions including data retrieval, processing, validation, and prediction.

  • Able to develop, establish and validate Key Performance Indicators (KPI) for the department to effectively track performance.

  • Knowledge and ability to understand/ write/debug Oracle, SQL, and Excel VBA to generate automated macros and queries for highly complex tasks.

  • A high level of experience in Microsoft Excel is a must.

  • Expertise in developing and controlling distribution systems for procedures, policies, technical documents, specifications, and guidelines.

  • High Degree of professionalism, integrity, leadership, interpersonal, judgment and analytical skills. Strong computer skills, facilitation, written and oral communication skills required.

  • Able to work occasionally directly for the senior management to provide an effective assessment of the problem encountered, and offer a timely resolution by working with other personnel/ teams appointed by the senior management.

  • A competent, mature leader who will develop positive working relationships with other departments and peers.

    Preferred/Desirable Skills/Qualifications:

  • Certification(s) in a quality assurance, ISO 9000, Enterprise Asset Management, Microsoft Power BI, Tableau, Visual Basic, SQL, Oracle Discoverer Data Warehouse, DBMS or CMMS area(s) is/are desirable.
