Federal Bureau of Investigation Software Engineer in Quantico, Virginia

Summary FBI Operational Technology Division seeks an individual to serve as a Software Engineer in a fast-paced team environment to provide software application solutions in a hybrid cloud environment in support of FBI's investigative mission. Responsibilities GS-12 Serve as a technical/experienced specialist performing difficult work in support of FBI operational computer systems to ensure the integrity, standardization, and accessibility of specific data used by the FBI. Responsible for various IT functions to develop, maintain, and enhance FBI operational computer systems. Applications involved are in furtherance of the FBI's mission in the areas of digital evidence. Ensure all modifications and enhancements to FBI operational computer systems effectively meet validated mission and operational requirements; are designed to conform to established standards; and are cost effective, efficient, and technically sound. Provide technical guidance to lower level IT Specialists, contractors and other Government agency personnel. Perform related duties as assigned. GS-13 May lead a group of IT Specialists in performing assignments on major projects. Prepare time estimates for use in scheduling operations. Work with ISSO to analyze proposed changes to determine conformance with existing security policy, determine if the changes can be implemented without re-certification or accreditation of the affected system, and determine if new or modified procedures will be required. Prepare complex data flow diagrams, state and flow diagrams, hierarchy charts, structured flow charts, hierarchical input/output diagrams, decision tables, and security schemas Integrate diverse platforms into the existing architecture in order to increase and enhance the availability of applications and servers. Requirements Conditions of Employment Must be a U.S. citizen. Must be able to obtain a Top Secret-SCI clearance. Some travel may be required. Qualifications GS-12: Applicant must possess at least one (1) year of specialized experience equivalent to the GS-11 grade level. SE is defined as follows: Experience in managing networks and systems on premises and in cloud environments such as Amazon Web Services and Microsoft Azure. Knowledge of and skill in, applying IT system engineering and principles, methods, and procedures for designing, developing, optimizing, and integrating new components and infrastructure. Knowledge of computer technology, systems development, and the interaction of Government enterprise and cloud systems sufficient to ensure the accuracy and functionality of current and future systems. Knowledge of IT hybrid cloud infrastructure sufficient to provide advice and devise solutions on a wide range of issues. Knowledge of project management methods sufficient to coordinate efforts to enhance software reliability through leadership of discussions of enhanced application design methodologies. GS-13: Applicant must possess at least one (1) year of specialized experience equivalent to the GS-12 grade level. SE is defined as follows: Mastery of, and skill in applying project management principles, methods, and practices including: developing plans and schedules; estimating resource requirements; defining milestones and deliverables; and monitoring activities sufficient to accomplish assignments such as communicating complex technical requirements to non-technical personnel. Knowledge of, and skill in applying oral and written communication techniques sufficient to prepare and present reports; prepare documentation; assist with user training; represent the FBI at vendor conferences, user-group meetings, etc.; and establish and maintain effective and productive relationships with various levels of personnel both inside and outside the FBI. Knowledge of computer technology, systems development, and the interaction of existing automated systems sufficient to ensure the accuracy and functionality of current and future systems. Education Education may NOT be substituted for specialized experience.
