Summary The Defense Counterintelligence and Security Agency (DCSA) is a separate Agency of the Department of Defense (DoD) under the direction, authority, and control of the Under Secretary of Defense for Intelligence and Security (USD (I&S)). Responsibilities This position is placed in the Industrial Security Directorate and reports to the Assistant Director, Industrial Security (IS). The incumbent serves as the senior advisor on Entity Vetting (EV) operations associated with the National Industrial Security Program (NISP) and serves as the leader with delegated authority over the subordinate staff assigned to the Entity Vetting Directorate (EVD). This position exercises some supervisory responsibilities; however these duties generally do not consume more than 25% of the incumbent's time. Major responsibilities include: Provide expert advice to the Director, DCSA, Assistant Director and other agency senior management, and headquarters staff. Intercede and initiate action as appropriate to ensure the proper, effective, and timely resolution of complex facility clearance (FCL) cases. Establish overall EV planning goals and objectives, determine operating guidelines, and make recommendations to related policies, approaches, and modes of operation within the broad framework of executive orders, and statutes, as well as DCSA and DoD directives. Oversee the implementation of the FCL. This includes conducting review, triage, and analysis of sponsored contractors for a FCL, analysis of Foreign Ownership, Control or Influence (FOCI), analysis of changed conditions such as mergers and acquisitions, determination and implementation of risk treatments, and the issuance and maintenance of FCLs. Requirements Conditions of Employment Qualifications TECHNICAL QUALIFICATIONS (TQ): All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications. You must address each technical qualification separately. Please limit your written statements to 2 pages per technical qualification. 1. Expert knowledge of Industrial Security related laws, directives, and regulations including 32 CFR Part 117 "The National Industrial Security Program" with particular focus on the elements of the FCL Life Cycle as well as the requirements derived from Public Law 116-92 Section 847. Demonstrated experience and expertise in one or more of the following national security processes: Committee on Foreign Investment in the United States (CFIUS), Foreign Ownership Control and Influence (FOCI), vendor threat vetting and/or supply chain risk management (SCRM). 2. Demonstrated ability and experience in planning, directing, and overseeing and leading operations of a large complex organization, with multiple missions and functional support requirements. 3. Mastery of a variety of analytical and evaluative techniques to understand, respond to, and solve complex security related requirements and problems within large geographically dispersed organizations. 4. Experience in or in-depth knowledge of the Acquisition, Contracting and/or Intelligence Community is required. This includes an understanding of the Adaptive Acquisition Framework, Federal procurement and contracting procedures within the DoD and the IC, as well as the Intelligence Community organization and processes. Education This position does not have a positive education requirement. Additional Information Joint Duty Credit: All DCSA executive level positions require Joint Duty Credit. Only those candidates who meet the Joint Duty Credit requirement will be eligible to compete/be considered for a senior executive position. Employees will receive joint duty credit for many almost any rotational assignments assignment to another IC component and may also be eligible to receive credit for service outside the IC (military, other government, or private sector) that was at least at the GS/GG-11 or DCIPS Pay Band 3 level, that and it occurred on or after September 11, 2001. An external candidate, if selected, will be required to immediately apply for Joint Duty credit. Note: Employees without Joint Duty Credit may apply for the position and can be considered. If selected, a waiver would be required prior to final appointment. DCSA seniors without Joint Duty at the same tier level may lateral into the position if selected without requesting a waiver.
