Job Description:

Our work depends on Project Manager joining our IT Technology Operations division within the NCIS ITD organization in Quantico, VA.

The Naval Criminal Investigative Service (NCIS) is an organization of over 2,200 personnel of which 700 serve at HQ and the remaining staff serve at offices worldwide. NCIS is the Department of Navy (DON) component with primary responsibility for criminal investigation, law enforcement (LE), counter-terrorism (CT), counterintelligence (CI), and cyber matters. NCIS not only has primary responsibility for all criminal investigative, CI, CT, and cyber matters within the DON, but it also has exclusive investigative jurisdiction in non-combat matters involving actual, potential, or suspected criminal, terrorism, sabotage, espionage, and subversive activities.

HOW OUR PROJECT MANAGER WILL MAKE AN IMPACT:

  • Coordinate and monitor technical projects or programs from initiation through delivery

  • Gather required data from end users to evaluate objectives, goals, and scope to create technical specifications

  • Serve as liaisons between technical and non-technical departments in order to ensure that all targets and requirements are met

  • Ensure technical projects are completed on schedule and within budget

  • Keep leadership informed of key issues that may impact project completion, budget, or other results

  • Works with minimal supervision with wide latitude for independent judgment

  • Coordinate internal resources and third parties/vendors for the execution of projects

  • Assist in the definition of project scope and objectives, involving all relevant stakeholders and ensuring technical feasibility

  • Develop a detailed project plan to monitor and track progress

  • Manage changes to the project scope, project schedule, and project costs using appropriate verification techniques

  • Measure project performance using appropriate tools and techniques

  • Report and escalate to management as needed

  • Successfully manage the relationship with the customer and all stakeholders

  • Perform risk management to minimize project risks

  • Create and maintain comprehensive project documentation

WHAT YOU’LL NEED:

  • Security Clearance Level: Active Secret clearance; must be able to obtain a TS/SCI.

  • Required Experience:

  • 5+ years of experience in a project management role within a large IT program; DoD experience preferred

  • Solid technical background with understanding and/or hands-on experience with software development and web technologies

  • Strong working knowledge of MS Office and MS Project

  • Excellent customer-facing and internal communication skills

  • Excellent written and verbal communication skills

  • Solid organizational skills including attention to detail and multi-tasking skills

  • Required Certifications : PMP

  • Education: Bachelor's Degree (May be substituted for additional years of experience)

  • Location: Hybrid - Onsite at Quantico, VA and Remote

The likely salary range for this position is $101,566 - $116,801. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
