COLSA Corporation Project Manager - Manpower/Research Analyst in Quantico, Virginia

  • Job Description:

    COLSA Corporation is seeking candidates to conduct Research and Analysis in support of Marine Corps Information Operations Center (MCIOC) in Quantico VA. This work includes research and analysis of tasks, capabilities and resources to provide written reports, recommendations, and studies to senior leaders within the United States Marine Corps. After thorough analysis, the Research Analyst will also provide improvement recommendations to the MCIOC on internal command procedures and other matters to enhance MCIOC’s ability to perform its mission.

    Principle Duties and Responsibilities:

  • Conduct studies and analysis related to the Marine Corps Information Command (MCIC)/MCIOC merger.

  • Provide improvement recommendations after reviewing internal command procedures.

  • Providing specific insight through analysis of mission essential tasks, personnel and equipment.

  • Provide the ability to explore what technical solutions are available and what resources can be leveraged.

  • Provide support of initial assessment of new technologies which may provide an advantage in various mission areas.

  • Assist with the assessment of emergent capabilities that may enhance MCIOCs future capabilities.

  • Assist with the development of assessment findings and briefing materials.

  • Provide advice, opinions, recommendations, and other non-discretionary services based on existing doctrinal publications and policies when combined with other analysis.

  • Participate in conferences and doctrinal exchanges such as in-progress reviews, command decision briefings, doctrine review committees, DOTMLPF working groups, and doctrine conferences hosted by higher headquarters, and other agencies.

  • Analyze and make recommendations regarding the Marine Corps Doctrinal Process and associated processes for designated doctrinal proponent or executive agent.

  • Review doctrine, policy and publications for any implications on MCIOC / MCIC structure.

  • Prepares and provides written reports, studies and briefs.

  • Presents briefs to senior leaders and other audiences.

Required SkillsRequired Experience

· One of the following educational requirements:

o HS diploma and 12 years total work experience in the specific task OR

o Bachelor’s degree and 8 years total work experience in the specific task may be substituted.

· Experience with HQMC organizations and processes

· Experience with manpower analysis, force structure, TOECRs, and USMC manpower management

· The ability to provide concise summary of the most important findings from survey results and studies

· Strong analytical and problem-solving skills

· Ability to conduct research and publish findings

· Excellent communication, writing and presentation skills

· Capability to develop and deliver innovative solutions and strategies

· Leadership and collaborative skills with the ability to lead or work alongside work teams

· Knowledge of security protocols

· Working knowledge of military doctrine, and the ability to process and review a variety of doctrine documents, resources, and capabilities.

· Active TS/SCI DoD clearance required; US Citizenship required

Preferred Qualifications

  • Masters degree in Manpower Analysis, Operations Research, Information Operations, or other research focused area

  • Experience with Marine Corps manpower/HQMC/DOTMLPF

  • Command and Staff College (or equivalent) level knowledge of USMC and Joint operations and structures
