Job Description

The role of the Learning Management Specialist at MCCMOS involves managing educational and information technology support. This includes ensuring the smooth flow of information and overseeing learning and information management systems for the Marine Corps Civil-Military Operations School. The LM specialist is responsible for maintaining the content and control of MCCMOS Learning Management Systems. They work under the guidance of the MCCMOS Project Manager, coordinating efforts to ensure optimal functionality and performance throughout the learning management infrastructure and curriculum development process. The position requires experience in curriculum design and development, adult learning methodologies, and instructional design, particularly in a military or higher education setting.

Essential Duties and Responsibilities

Provide comprehensive technical assistance, management, and support to the Marine Corps Civil-Military Operations School (MCCMOS) on various learning management and IT systems. These learning management systems (LMSs) include MarineNet (Moodle), Marine Corps Training Information Management System (MCTIMS), and MS Teams, as well as systems used to support the exercise learning environment with scenario information.  These include the “training” version of the Marine Civil Information Management System (MARCIMS) and other SharePoint sites, servers, local area networks (LAN), and audio/visual systems that host scenario information, simulate the operational environment and support evaluation. The LM Specialist will: 

  • Monitor the configuration, performance, and utilization of the Learning Management Systems to ensure continuous operations and access for end users.

  • Manage the creation, assignments, and maintenance of user accounts, groups, roles, and permissions in the MCCMOS Learning Management Systems.

  • Collaborate with stakeholders, SMEs, content creators, and instructional designers to ensure learning materials are accessible and maintained in the Learning Management Systems.

  • Create and maintain LMS-related documentation, user guides, and reference materials.

  • Develop, manage, and deliver training and educational materials on learning management systems to MCCMOS faculty and staff through in-person and electronic sessions. 

  • Collaborate with the academic manager to support technical aspects of course development, including course organization, database management, and design.

  • Assist with curriculum and instructional design by applying adult learning methodologies with information and learning management systems to support instruction. 

  • Establish and maintain an exercise network that supports a simulated training environment for students. 

  • Perform other tasks deemed necessary by the Project Manager.

Qualifications

Education

  • Minimum Associate degree, Bachelor's degree is preferred.

Experience

  • A minimum of two years of database management experience (Preferably Moodle or SharePoint) or relevant work experience in the field of educational technology or technical customer support is required.

  • Minimum five years of experience with military training and education. 

  • The ideal candidate has military schoolhouse experience with curriculum design, development, management, information, and knowledge management.

Required Knowledge, Skills, and Abilities

  • Broad knowledge of technology-enhanced learning environments, tools, services, and pedagogies used in higher education.

  • Proficient in managing and providing technical assistance with learning management systems that include Moodle, MCTIMs, SharePoint, MS Teams, MARCIMS, and audio/visual equipment to support classroom instruction and virtual collaboration. 

  • Experience working with instructors to develop educational materials with demonstrated ability to design and deliver effective workshops, consultation sessions, and other professional development resources for faculty. This includes experience creating learning materials, guides, and tutorials for student and faculty users.

  • Establish and manage networks and provide onsite technical support to students, which includes connecting laptops and printers to networks and servers.

  • Understanding of Department of Defense (DoD), Department of the Navy (DoN), and Marine Corps (USMC) policies and standards for information processing, information management, and information security. 

  • Familiar with IT system accreditation and certification requirements, configuration management, software change management, and system modifications necessary to support student user requirements. 

  • Able to evaluate and review equipment characteristics, requirements, and security to ensure learning management systems support course objectives. 

  • Able to manage multiple projects or tasks simultaneously to meet deadlines.

  • Daily travel in the local area during the workday (including the use of a personal vehicle)
