Summary You will serve as a Human Resources Specialist (Military) with Headquarters U.S. Marine Corps, Manpower and Reserve Affairs Department, Separation and Retirement Branch, Retired Services and Pay Section. The duty station is Quantico, VA. Responsibilities At the GS-07 level you will perform developmental duties, as assigned. At the GS-9 (Full Performance Leve) you will perform the duties listed below: You will administer regulations, programs, processes and procedures affecting, retired entitlements, benefits and services for Marine Corps retirees, their family members, surviving annuitants and former spouses. You will provide counseling and administration of military retired entitlements and benefits. You will coordinate and review the Headquarters Marine Corps processing of requests for retired Uniformed Services Identification and Privilege Cards. You will train new employees and conduct monthly training for employees in the requirements, under your purview. You will review weekly/monthly reports and provide direction to section employees based on evaluation of these reports and work progress. You will maintain and make changes to the standard operating and desk top procedures in this area for the Retired Services and Pay Section. You will apply laws and regulations, reviewing submitted documentation and the work of support technicians. You will analyze, evaluate, and approve packages for further review and decision by medical and financial authorities or returns packages for further corrective action. You will prepare and present briefs to various organizations and conferences within and outside the Marine Corps on retired entitlements and benefits and processes for making these determinations. You will provide daily counseling and guidance to individuals and leaders regarding the interpretation and application of Department of Defense (DoD), Department of the Navy (DoN) and Marine Corps regulations and procedures. You will query automated systems and perform administrative and technical functions to maintain data. Requirements Conditions of Employment Qualifications For the GS-09 Level Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the federal service or equivalent experience in the private or public sector using knowledge of fundamental laws, regulations, principles, procedures and techniques of human resources management and performing the following: 1) Analyzing and evaluating facts, determine eligibility to process and administer human resources actions 2) Applying relevant laws and regulations to administer human resources activities 3) Utilizing records, personnel systems, and databases 4) Utilizing personal computers and related office software (Microsoft Office, Word, Excel, Power Point, etc) to enter, store, retrieve, relay, and present information necessary for all job functions and required correspondence. 5) Applying established correspondence procedures, English composition, and computer software to produce clear and concise logically constructed documents correct in format, content and grammar. 6) Effectively communicating orally and in writing including making presentations and/or training junior personnel. 7) Applying laws and regulations regarding the Privacy Act, personally identifying information (PII), and the Health Insurance Portability and Accountability Act (HIPAA). Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR Have successfully completed two full years of progressively higher-level graduate education leading to a master's degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
