Katmai Experimentation Maintenance Support in QUANTICO, Virginia

SUMMARY

Support the Marine Corps Warfighting Laboratory (MCWL) Field Testing Branch in all areas related to manned or unmanned ground vehicles and power generation equipment.

ESSENTIAL DUTIES & RESPONSIBILITIES

Common Experiments Division Technical and Functional Support tasks include, but are not limited to the following:

  • Participate in and report on site surveys and other planning events.

  • Serve as observer/controllers, watch officers, data collectors and in other support billets during training and execution of live-force experiments.

  • Collect, record, analyze and interpret the events occurring in live-force experiments or simulations to include wargames.

  • Participate in the data reduction, analysis and assessment of information taken from experiments.

  • Participate in and support the construction, production and delivery of briefs, reports of any type, presentations, and conferences to review experiment findings.

  • Plan the development of process, procedures, design, coordination, and execution of User Evaluations (UE), Limited Technical Assessments (LTA), Limited Objective Experiments (LOE), MAGTF Integrated Experiments (MIX), Advanced Naval Training Exercises (ANTX), Advanced Warfighting Experiments (AWE) and other experiments.

  • Create Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, and Facilities (DOTMLPF) recommendations in writing and edit interim and final reports on UEs, LTAs, LOEs, MIXs, ANTXs, AWEs and letters of instruction for experiment execution.

  • Support working groups, operational planning teams and other designated efforts with administration, organization, and facilities.

  • Review information papers and other briefs/documents as required to support experiment efforts.

  • Coordinate with the Futures Analysis Cell and Experiment Design Cell at MCWL/FD to provide input for the Data Collection and Analysis Plan (DCAP) for specific experiments. Provide risk assessments and recommendations during planning and execution of experiments.

Specific Experimentation Maintenance Support tasks include but are not limited to the following:

  • Provide general support to Experiment Division, Field Testing Branch as required.

  • Provide subject matter expert (SME) support and future solutions or advancements to current Marine Corps wheeled vehicle capabilities.

  • Participate in all planning, coordination, testing and experimentation events.

  • Develop recommendations for new techniques, tactics, and procedures (TTPs) and implementation of experimental equipment impacting training and equipping across the DOTMLPF process.

  • Plan, execute and support other organizations’ efforts (e.g., MCSC, MCCDC, & ONR) to include assisting in determining requirements and offering recommendations for new Marine Corps vehicle systems.

  • Perform preventative maintenance checks and services on all vehicles and equipment utilized by Experiment Division

  • Ensure all Modification Control are maintained on all Experiment Division Program of Record vehicles and equipment.

  • Perform required setup and maintenance of a Mobile Electric Power Distribution System.

  • Perform required maintenance on new and emerging technology vehicles and equipment (generators) utilized by Experiment Division and coordinate with field service representatives for the maintenance of experimental equipment during experimentation events.

  • Coordinate maintenance functions for Experiment Division to include identification of required supplies, making repairs, managing, and providing support for planning, and providing support for training units with new experimental equipment.

  • Assist in coordinating and executing deployment and redeployment of Experiment Division personnel and equipment.

  • Assist in the movement and implementation of experimental vehicles and robotics during live force experimentation.

  • Capture maintenance related issues and data during testing and experimentation events for analysis.

  • Maintain regular and punctual attendance.

  • Perform other duties as required.

Job Requirements:

MINIMUM QUALIFICATIONS

  • Military Education commensurate to experience. Bachelor's degree preferred.

  • Completion of the Defense Acquisition University (DAU) Fundamentals of Acquisition Managements (ACQ 101 or an equivalent course) is mandatory.

  • Must possess comprehensive knowledge of the Marine Corps, its missions, force structure, warfighting concepts, tactics, techniques, procedures, doctrine.

  • Must possess a working knowledge of the Marine Corps Warfighting Concepts and the combat development process.

  • Demonstrated understanding of the conduct of military operations (i.e. TTPs)

  • Demonstrated understanding about the missions of tactical wheeled vehicles in the Marine Corps and the capabilities and limitations they possess.

  • Demonstrated understanding of advanced power-plants, propulsions, armor, and suspension technologies for tactical wheeled vehicles.

  • Must have an intermediate knowledge of the Microsoft Office suite.

  • Demonstrated understanding of test evaluation criteria for tactical wheeled vehicle technologies.

  • Must obtain and maintain a valid Secret security clearance.

  • Must obtain and maintain any necessary security access and/or background checks (U.S. citizenship required).

WORK SCHEDULE

Full-time. May be required to work additional hours as needed to complete assignment or project.

TRAVEL

The expected travel time is less than 25%.

DRIVING REQUIREMENTS

Must have or be able to attain a valid state driver’s license and be insurable on the company’s automobile insurance policy. Driving, with or without accommodation, may be required when traveling for training and/or short occasional amounts of local driving. The expected driving time is less than 25%.

WORK ENVIRONMENT

Work is performed in both an office setting and occasionally in an outdoor USMC appropriate field environment. Live-force experiments are conducted in field environments both CONUS and OCONUS, often in conjunction with operating force exercises which shall require travel to other government facilities or other contractor facilities to include weekends. Experiments will execute in accordance with exercise schedules requiring extended hours of up to 24 hour a day coverage. Tasks may need to be executed aboard military vehicles, ships, and aircraft. Shipboard planning sites may be a requirement, and time underway may be required as necessary. May be exposed to sharp objects, some heat, loud noise, chemicals, and vibration. Use of personal protective equipment is mandatory. Employee will be exposed to a wide variety of people in differing functions, personalities, and abilities.

PHYSICAL DEMANDS

Frequent sitting, using hands/fingers, handling, reaching with hands and arms, talking, hearing; occasional walking or standing, occasional lifting of up to 30 lbs.
