Job Description:

SimIS is seeking an experienced Combat Engineering and EOD SME to support the Combat Engineering and Explosive Ordnance Disposal Branch (EOD) Branch, Ground Combat Element Division – Force Protection, Capabilities Development Directorate (CDD), Headquarters, U.S. Marine Corps Combat Development and Integration (HQMC CD&I). The successful candidate will provide Combat Engineering and EOD technical support to include analysis of requirements, resolution of issues, and providing documentation and recommendations; supporting the development of Combat Engineering and EOD military-based concepts; providing input and reviewing science and technology products; and providing knowledge management support.

 

Period of performance shall be for Base + (2) option periods, and a (6) month option not to exceed (42) months, beginning 7/29/2024. The preponderance of work will be at the government site due to the classification level of the work and the access needed to supporting documents. Local and non-local travel will be required for this requirement.

Responsibilities:

  • Provide support with development of military-based concepts; capabilities development, collaboration; and knowledge management systems.

  • Review and provide input to Joint and Service requirements documents for current and future programs of record across the Marine Corps Combat Engineering and EOD portfolio in order to document implications on USMC tactics, techniques, procedures and DOTMLPF supportability.

  • The Contractor shall assess missions, functions, and tasks, in the context of threat and environment, to identify and quantify capability requirements and then provide appropriate Service requirement documentation that supports Marine Corps capability development, based upon urgent/emergent needs, approved gap analysis, and identified capability shortfalls.

  • Review and provide recommendations for USMC goals and objectives to support Combat Engineering and EOD Defense Science and Technology demonstrations and other related events.

  • Update Combat Engineering and EOD documentation and knowledge on the designated SharePoint website to ensure collaboration of USMC Combat Engineering and EOD equities within the related Service and Joint communities.

  • The Contractor shall use the TFSMS to document and codify Combat Engineering and EOD impacts to the force resulting from successful completion of the CPM process.

    Special Skills/Knowledge/Training Required/Desired:

  • Graduate of a Military Service EOD school and 5 years of explosive hazard and mine countermeasure (EH/MCM) experience, preferably with the Marine Corps.

  • Bachelor’s Degree preferred.

  • Experience in military capability development processes and supporting developments to include Capability Documents (ICD); Capability Development Documents (CDD); and DOTMLPF Change Requests (DCR).

  • Knowledge and experience with the USMC Total Force Structure Management System (TFSMS).

  • Broad understanding of analysis and development of documentation required to manage a capability portfolio from beginning to disposition. 

  • Knowledge and experience in research, analysis, and interpretation of unstructured, semi-structured, and structured information, derived from Campaign of Learning events, e.g., wargames, studies, experiments.
