About the Division of Regional Centers

The Division of Regional Centers (DRC) is responsible for the planning, coordination, monitoring, and execution of a multi-million dollar, federal and state-funded service delivery system for people with intellectual and developmental disabilities (IDD). DRC accomplishes this through policy management, regulatory compliance, and legislative initiatives. The program area duties include: analyzing and developing policy related to the responsibilities of the Regional Centers, managing and establishing policies and procedures for a state service delivery system according to state and federal requirements; analyzing state and national trends for policy issues that may impact current program design; coordinating at the senior management level the development of the Division strategic plan for the Department; analyzing legislation and providing technical assistance for potential impact to the Regional Center system; coordinating and developing protocols with other systems regarding cross system issues and policies; and managing services that support approximately 240 adults and their families within a budget of approximately $60 million.

Description of Job

About the Position:

The Director provides direction, leadership and management to the Pueblo Regional Center as well as engages in community partnerships as the PRC representative. This includes the oversight and responsibility for the budget and operations of 9 HCBS Waiver homes and provided services to approximately 80 residents. This leader assures all supervised departments provide services based on established federal, state, and local rules, regulations, policies, procedures and protocols, and industry best practices. This includes the supervision of approximately 180 FTE as a first, second, third and fourth level supervisor and appointing authority. This position leads the PRC Management Team, is a member of the Division level Management Team, and reports directly to the Division Deputy Director of Operations.

Appointing Authority:

  • Provides support to PRC through direct supervision of the PRC Management Team, coaches and guides staff with program implementation, regulatory compliance, and knowledge acquisition.

  • Ensures PRC leaders and staff provide accurate direction to comply with State and Federal regulations as well as accreditation standards

  • Exercises appointing authority responsibilities, with direct and indirect supervision in the areas of staff hiring, performance planning, performance evaluation, corrective and disciplinary action

  • Directs, coaches and guides staff with program implementation, regulatory compliance, policy management, and knowledge acquisition

provides essential consultation with management on the operational activities and quality outcomes

  • Ensure best practices, division policies, and Regional Center procedures are implemented and maintained

  • Ensures PRC is regulatorily compliant and survey-ready

  • Works directly with Division and PRC leadership to develop annual budgets and plan for controlled maintenance and capital construction projects

Operational Oversight & Regulatory Compliance

  • Ensure appropriate processes are developed and implemented to maximize efficiencies, promote programmatic excellence and comply with all state and federal regulations.

  • Monitor the effectiveness of those processes and ensure adjustments are completed as appropriate.

  • Responsible for procedure and protocol development and maintenance to ensure regulatory readiness and compliance with federal and state regulation.

  • Ensures PRC’s appropriate and timely follow up to complaints, surveys, and occurrences.

Regional Center Representative & Liaison:

  • Coordinate and collaborate with other Division leaders, State Agencies, Community Centered Boards, legal representatives, advocates, parents, family members, attorneys, and guardians to ensure the role of the Pueblo Regional Center is responsive to the needs of individuals in the context of the entire service system

Strategic Planning & Organizational Development:

  • consult, guide, and support PRC leaders and staff and facility organizational design, change, and development strategies based on performance indicators, including resident satisfaction, employee satisfaction, employee retention, and fiscal commitments

  • design and implement division-wide initiatives to improve overall organizational effectiveness and performance

  • An active, unrestricted Colorado Nursing Home Administrator License

    AND

    Education:

  • A Bachelor's degree in Social Work, Education, Psychology, or closely related field of study

AND

Experience:

  • 4 years of experience in Health Facilities, HCBS for I ntellectual Disability/Developmental Disability (IDD/DD) 24/7 Operations, Independent Living, Supported Living and/or Group Home. 2 of these years must have supervisory experience.

  • A Bachelor's degree in Social Work, Education, Psychology, or closely related field of study

AND

Experience:

  • 6 years of experience in Health Facilities, HCBS for I ntellectual Disability/Developmental Disability (IDD/DD) 24/7 Operations, Independent Living, Supported Living and/or Group Home. 2 of these years must have supervisory experience.

OR

Education and License:

  • An Associates degree in Nursing, with a current Colorado license as a Registered Nurse

AND

Experience:

  • 8 years of experience in Health Facilities, HCBS for I ntellectual Disability/Developmental Disability (IDD/DD) 24/7 Operations, Independent Living, Supported Living and/or Group Home. 2 of these years must have supervisory experience.

    Preferred Qualifications:

  • An active, unrestricted Colorado Nursing Home Administrator License

  • Minimum of 2 years experience in working with individuals with developmental disabilities, dually diagnosed IDD, mental health, and medical/health.

Conditions of Employment:

  • Full Background - CBI name check and fingerprint check, ICON Colorado court database, Medicare fraud database, Reference Checks, Professional License verification (licensure requirements), Drug Screen, PREA (Division of Youth Services),

Trails check (direct contact with children), CAPS (direct contact with adults – Mental Health Institutes, Regional Centers, Veterans Community Living Centers).

  • Travel- Must be able to travel within the assigned Regional Center, remote work sites, and other locations as needed.

  • 2-step TB (tuberculosis) screening and other vaccinations as required by the State of Colorado.

  • Former State employees who were disciplinarily terminated or resigned in lieu of termination must (1) disclose that information on the application (2) provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position, (3) provide the employee number from the applicant’s prior State employment. Absent extraordinary circumstances, prior disciplinary termination or resignation in lieu of termination, and failure to provide this information will disqualify the applicant from future State employment with CDHS.
