In conjunction with Strategic Business Units (SBUs) and Functional Center of Excellence (FCEs) (as our internal customers) review and analyze the terms and conditions of bids/RFPs and non-RFP agreements to comply with corporate policy, guidelines, and procedures, guiding contract risk and legal and liability issues to the Strategic Bidding and business teams. Draft, negotiate, and administer contracts of varying degrees of complexity. This role ensures compliance with and adherence to local, state, and federal regulations/statutes and to ETS policies and procedures to protect financial, legal, and business interests. The Contract Manager works closely with and reports to the Office of the General Counsel.

Ensure compliance with and adherence to local, state, and federal regulations/statutes and ETS policies and procedures to protect ETS's financial, legal, and business interests. Function as GCO’s representative and advisor to internal customers on all revenue-generating business relationships-to-contract process phases.

Function within corporate policy and business best practices, facilitate corporate compliance tasks regarding Accessibility, FCPA, GDPR, IESA, PIA, etc., and maintain current knowledge of market conditions and trends. Demonstrate superior oral and written communication skills, contract law knowledge, contract content and structure knowledge, negotiation skills, and work organization skills.

Minimum Qualifications:

A Bachelor’s degree in a business-related field or commensurate appropriate business experience in lieu of a bachelor’s degree. Management experience is also required.

• MBA preferred. Management experience required.

• Minimum of six or more years of progressively responsible contract writing, negotiating, and managing experience within a transactional contract management organization

Responsibilities

  • Analyzes contract requests based upon appropriateness, and conformance with corporate policies and goals.

  • Provides support to the Office of the General Council

  • Receives and analyzes replies to bid requests RFPs, RFIs, and RFQs.

  • Reviews and analyzes third-party documents, if presented, i.e. contracts, leases, licenses, specifications, statements of work, and other such documents; proposes and negotiates changes; drafts amendments, modifications, and addenda; and alerts responsible parties to potential problems, liabilities, or unusual terms.

  • Reviews all transactions in their earliest stages to ensure compliance with ETS accessibility requirements, FCPA, GDPR, information protection security (IESA), personally identifiable information (PIA), and credit card usage security (PCI), as applicable.

  • Liaise with SBUs and (FCEs) regarding contractual provisions.

  • Review final contracts for completeness and inclusion of negotiated terms before execution

  • Demonstrates business maturity with strong interpersonal and communication skills suitable to interact with all levels of management, internal clients, and coworkers, promoting accuracy, efficiency, objectivity, fairness, and courtesy.

  • Adhere to ethical standards and comply with the laws and regulations applicable to the job function.

  • Manage all phases of GCO’s Agiloft Contract Lifecycle Management Software instance, including implementation and training of contract intake forms for all SBUs and FCEs, contract entry, approvals, and signatures through DocuSign. Transmit executed agreements for finance invoicing.

  • Provide Agiloft support for inclusion of GCO instance data into ETS’ Federal Data Warehouse.

  • Renew and maintain the System for Award Management (SAM), the Official U.S. Government system that consolidated the capabilities of CCR/FedReg, ORCA. And EPLS. Responsible for Grants.gov, which publishes federally funded government programs, and the Procurement Integrated Enterprise Environment (PIEE), the primary enterprise procure-to-Pay (P2P) application for the Department of Defense.

  • Participate in the Government Compliance Steering Committee

  • Provide contract information to the AVP Accounting for Deloitte’s Single Audit of government contracts.

  • Respond to requests for contract information such as clauses pertaining to offshoring of federal awards.
