The Associate Director of Health Equity will be an integral programmatic team member for the State Health and Value Strategies (SHVS) program. This is a grant funded project of the Robert Wood Johnson Foundation and housed at Princeton University - School of Public and International Affairs. This high-profile program has been in place for over 13 years, continually growing and expanding. Through the grant, SHVS works in both contracted and cooperative arrangements with a wide range of partner organizations.

SHVS assists states in their efforts to transform their healthcare systems to be affordable, equitable, and innovative. By connecting states with experts in the field, SHVS is able to provide timely and meaningful technical assistance to states when they need it the most.

The Associate Director of Health Equity will lead the health equity work of SHVS. That will include serving as a subject matter expert, overseeing/coordinating the work of external subject matter experts, and helping to apply a health equity lens to all SHVS programming. Working closely with the SHVS team, the selected candidate will provide technical assistance to states, create presentations, blog posts, and other analyses, develop tools for state officials, and track state policy activity and trends in health equity.

The term of this appointment is 1 years, with the possibility of renewal based upon satisfactory performance and funding.

Responsibilities

Serve as SHVS Health Equity Expert, including:1. Applying a health equity and anti-racism lens to all that SHVS does.2. Framing of SHVS work as HE and anti-racist work.3. Developing strategic vision for HE/anti-racism work.4. Interface with funders and other grantees as SHVS health equity expert.5. Research and publish on health equity trends in states.

Direct the program's Health Equity Technical Assistance Content, including:

1. Provide direct and mini TA to states. Examples include:a) Supporting states in the development of strategic plans to advance health equity, including publishable plans for states and state agencies.b) Assisting states in utilizing health equity tools and providing technical assistance to states in developing goals and strategies based on the findings from the tools.

2. Oversee Medicaid Health Equity Efforts. Examples include:a) Supporting the reform of Medicaid policies and operations to address embedded structural racism.b) Assisting states in the development of strategies and policy to support the engagement of individuals with lived experience of the Medicaid program. c) Working with states to support payment models and delivery system reforms that advance equity.

3. Marketplace Health Equity Efforts. Examples include:a) Working with states on strategies and policies to incentivize insurance carriers to develop equitable and culturally responsive networks.b) Supporting states in reforming eligibility and other administrative processes that include embedded structural racism.c) Embedding equity principles in outreach and navigator strategies.

4. Collaborate with SHVS technical assistance partners (TAPs), including review of health equity implications of new policy proposals and technical assistance and reviewing content developed by TAPs to ensure consistent messaging on health equity and anti-racism.

Program administration and reporting responsibilities, including:1. Manage the development of health equity technical assistance products and programming (affinity groups, webinars and publications). 2. Draft bi-weekly updates on state and federal health policy news and issues.3. Draft monthly reports to the Foundation on all health equity related programming.4. Work with Director or Programs to coordinate SHVS communications, including drafting of publicity for SHVS health equity programming. 5. Work with consultants responsible for the design of SHVS publications.

Qualifications

ESSENTIAL Minimum Required Knowledge, Skills, Competencies, and Abilities:

  • * Significant experience in health care policy; at least seven or more years of research, advocacy, political or policy development.
  • * Demonstrated experience working with state and federal government health programs and a strong understanding of how those programmatic structures have contributed to racial health disparities.
  • * Experience working with government and stakeholders to advance health equity and anti-racist policies.
  • * Excellent writing and communication skills and demonstrated ability to conduct independent research.
  • * Demonstrated commitment to advancing anti-racist policies and advancing health equity.
  • * Strong organizational skills, including attention to detail in research and product development.
  • * Working knowledge of Microsoft Office suite (Word, Excel, Outlook, PowerPoint), Zoom, and WebEx or other webinar software and database software.

PREFERRED Knowledge, Skills, Abilities, Experience, and Other Education:

  • * Masters or other professional degree in public policy, health policy or related field preferred.
  • * State or federal government experience.
  • * Strong public speaking skills and experience presenting at conferences and other public settings.
