Summary About the Position: The Public Affairs Office is responsible for communication to all external and internal audience using various methods to communicate District messages. Public Affairs Specialists are assigned to work as liaisons for operating projects or special programs. This position will focus heavily on the development of graphic design products (to include but not limited to: infographics, flyers, posters, brochures, signage, calendars, etc.) and video editing. Responsibilities Implement a variety of public and internal information programs. Compile and produce streaming video. Manage or contribute to the District Intranet, Internet, and extranet websites. Prepare speeches, briefings, and multimedia presentations. Prepare public involvement and community relations plans for informing and involving the public on sensitive issues. Design and implement information and/or participate in outreach campaigns. Create multifunctional informational products, fact sheets, folders, exhibits, news releases, video scripts, radio PSAs, television PSAs, web sites, and packaging. Responsible for all aspects of assignments including: timelines, logo usage, web compliance, and all other government regulations. For the GS-09: Specialized Experience: One year of specialized experience which includes researching, writing and disseminating communications in print or electronic formats for an organization. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). -OR- Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Public Communications, Public Policy, or Public Administration. -OR- Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07). For the GS-11: Specialized Experience: One year of specialized experience which includes writing informational materials such as news releases, fact sheets, brochures, and speeches; preparing and conducting audio-visual presentations; developing and maintaining effective communication with print and broadcast media representatives; developing web and strategic e-communication products; analyzing and evaluating impact and effectiveness of program communications plans. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). -OR- Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Public Administration, Public Policy, or Public Communication. -OR- Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). You may be eligible for non-competitive promotion to target position upon meeting time-in-grade restrictions and the following requirements: (1) Demonstrated ability to perform at target grade level; (2) Higher level work exists at target grade level; (3) Increased responsibilities are assigned; (4) Supervisor recommends promotion; (5) All required training is completed and conditions of employment are met; and (6) Regulatory requirements for career ladder promotions are met.
