Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: You will serve as the Portland District Regional expert and senior specialist in Navigation Division. Incumbent serves as the subject matter expert on Dredging Contracts and maintenance of Federal Navigation Channels, Harbors, structures, waterways maintenance. Responsibilities As the District’s senior technical expert and providing similar support to other Districts in the Division in dredge contract administration, and litigation technical support. Serve as resident expert on contract administration matters in a variety of contracts (firm fixed price; indefinite delivery/ indefinite quantity; JOC (job order contracting), and on advanced contract administration matters like cost or pricing data. Responsible for the team formulation and completion of specifications for all channels and related dredging projects performed by contract, including new dredging work. Solely responsible for development of regional dredge plans. Provide authoritative advice on contact terminations; serves as advisor on advanced topics, such as acceptable methodology for determining suitable overhead rates in non-routine dredge work. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1) maintaining navigable waterways by coordinating removal of underwater obstruction as well as construction and repair of navigation structures; 2) Conducts pre-solicitation meetings with contractors, Port Managers, Port Commissioners and other interested parties; and 3)monitors Contractor Quality Control (CQC) plan directly or through field personnel to insure compliance with plans and specifications; performs investigations and studies for proposed deviations, claims, and other matters not directly covered by contract documents and issues instructions or recommendations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
