Bonneville Power Administration Interdisciplinary Physical Scientist-Operations Research Analyst in Portland, Oregon

Summary This position is located within Long Term Power Planning (PGPR), Power & Operation Planning (PGP), Generation Asset Management (PG), a division of Power Services (P), Bonneville Power Administration (BPA). A successful candidate in the Interdisciplinary Physical Scientist-Operations Research Analyst position will serve as a Senior Technical Specialist in support of the operation of the Federal Columbia River Power System (FCRPS) resources. Responsibilities As a Physical Scientist or Operations Research Analyst, you will: Apply advanced scientific, and/or mathematical modeling techniques and procedures. Conduct analytical investigations using advanced scientific and/or mathematical methodology and problem solving. Plan, organize, and conduct/lead extremely complex technical analyses. Thoroughly evaluates the various alternatives for meeting the objectives of the assignment. When required, coordinates and directs the work of other technical experts who are assigned to accomplish portions of the broader task. Plan, organize, and conduct/lead technical analyses. Provide regular assessments of energy and capacity inventory or river operations plans necessary to meet FCRPS objectives and any additional operational flexibility that may exist to the BPA Trading Floor, BPA's Resource Program, Slice Product, Columbia River Treaty operating plans, or operations for fish by evaluating the data resulting from models and analytical tools. Physical Scientist: After employment, this position may be subject to periodic physical examinations, as prescribed by competent medical authority and at BPA expense, if exposed to health hazards. Qualifications In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. BASIC REQUIREMENT Physical Scientist Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. Operation Research Analyst Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. SPECIALIZED EXPERIENCE REQUIREMENT A qualified candidate's resume must demonstrate year of specialized experience equivalent to at least the next lower grade level GS-12 in the Federal service. Specialized Experience is defined as all of the following: applying professional scientific and/or complex mathematical/statistical principles for the purpose of planning, coordinating, and executing complex studies and analyses in hydraulic operations. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration.
