Introduction

The Bureau of Environmental Services (BES) is hiring a Supervisor I to lead the Green Stormwater Infrastructure (GSI) Operations and Maintenance Technical Program within the Watershed Operations and Maintenance Division. The Green Stormwater Infrastructure O&M Section is responsible GSI vegetation management, enhancement, design review, planting, establishment, and maintenance. The Green Stormwater Infrastructure (GSI) Operations and Maintenance Section manages BES's green infrastructure throughout the city and supports Capital Improvement Projects, City Bureaus, outside partners, and customers. The GSI Operations and Maintenance Program is primarily responsible for maintaining green street facilities (roadway stormwater planters) and other regional public vegetated stormwater facilities.

The Position

This position is located with the Watershed Operations and Maintenance Division within the Bureau’s Operations and Maintenance Group. This position is responsible for leading a team of GSI Technicians and managing GSI contractors to maintain green stormwater infrastructure (vegetated stormwater management facilities) to meet the Bureau's goals of protecting public health, water quality, and the environment.

The GSI Maintenance Supervisor will have some or all of the following duties and responsibilities:

  • Lead by example to create a positive work culture and environment that values safety, equity, quality, and productivity.

  • Supervise team(s) of GSI Technicians; plan, schedule, and assign work; monitor work plans to achieve the program's mission and goals and ensure work is accomplished in a timely and fiscally responsible manner.

  • Manage multiple on-call service contracts for GSI maintenance, irrigation, planting, and plant procurement, with annual materials and services budget of > $3M. Represent the bureau in the procurement process for new contracts and contract amendments. Communicate with contractors to ensure contractor practices are consistent with contract specifications, BES practices, and community expectations. Coordinate contract utilization with other GSI O&M staff to optimize contractor capacity and minimize costs. Mediate disputes between contractors and GSI O&M staff. Recruit and hire staff. Establish performance requirements and personal development targets with assigned staff; evaluate performance and provide performance improvement and development guidance.

  • Recommend disciplinary action to address performance deficiencies in accordance with City Charter, Code, human resources policies and labor contract agreements, subject to Director and City management concurrence. Provide leadership and mentoring to staff.

  • Ensure quality of maintenance activities via appropriate training and ongoing assessment against performance measures.

  • Protect both public safety and worker safety by establishing and enforcing safety-related operations protocols and providing appropriate safety training.

  • Monitor materials and services budget and expenditures and assist with the development of annual budget and five-year financial plan.

  • Build, foster, and maintain relationships with colleagues within the bureau and in other bureaus and agencies.

  • Assist with the implementation of an asset management framework for green asset management, including the development of new or improved GSI condition assessment protocols, levels-of-service (LOS), and performance metrics.

  • Work with the Section Manager and other program staff to document and continually improve processes and procedures, including field implementation and business practices. to increase program effectiveness and efficiency. Document processes in manuals.

  • Coordinate procurement, inventory, and maintenance of physical resources required to conduct GSI maintenance, including vehicles, trailers, irrigation equipment, power tools, hand tools, safety gear and equipment, and other operating supplies and materials.

  • Secure and maintain licenses, permits, and staff training required to conduct GSI maintenance.

  • Cultivate GSI workforce development opportunities in partnership w/other BES staff, develop opportunities to increase the number and diversity of qualified applicants, potentially including internships and/or apprenticeships, other training programs, and certification programs.

  • Fully participate in dismantling institutional racism at the Bureau and the City.

Applicants must specifically address and demonstrate in their resume and cover letter how their education, training and/or experience meets each of the following minimum qualifications:

  • Knowledge related to the mission and purpose of the organizational unit and Bureau, such as arboriculture, botany, horticulture, landscape maintenance/management, ecology, urban watershed management, stormwater management, green stormwater infrastructure, or related fields.

  • Knowledge of principles and standards of employee supervision and leadership, including training, scheduling, and performance evaluation while promoting an equitable workplace environment, and applying equitable program practices to diverse and complex City services.

  • Ability to communicate effectively, both verbally and in writing; present information, reports, and recommendations clearly and persuasively; and establish and maintain effective working relationships with management, staff, and others encountered in the course of work.

  • Ability to analyze complex program operations, administrative and budget issues, evaluate alternatives and recommend and implement logistical and effective courses of action.

  • Ability to utilize modern cloud-based enterprise asset management and project management systems, such as Infor Public Sector and e-Builder, to accurately track data, generate reports, and manage workflow.

To Qualify - Education, Experience, and Certification Requirements:

A combination of the following education and experience is required.

• Education/Training: High school diploma or GED; AND

• Experience: Two (2) years of progressively responsible experience in a public agency, customer service role, or field related to an organizational unit or Bureau/Office, including experience leading or supervising the work of other employees.
