Hoffman Construction Company Commissioning Engineer - Water/Wastewater in Portland, Oregon

POSITION SUMMARY: The Water/Wastewater Commissioning Construction Engineer will work within the Operations department and will report to the Project Management team. They will work closely with design professionals, clients, subcontractors, and craftspeople to address complex civil, architectural, and structural coordination issues. The Water/Wastewater Commissioning Construction Engineer will lead our commissioning quality control efforts onsite by assisting contractors with startup preparation. This position will be fully on-site.

SALARY RANGE: $83,000 - $130,000 DOE

Essential Responsibilities:

  • Demonstrate thorough understanding of all systems requirements to perform startups, including what predecessors must be done prior to startups and what successors are ready to facilitate startup and allow for the performance operation of particular Water system(s).

  • Ensure startups are on schedule and assist the Construction Managers and project management team in reworking schedule and keeping subcontractors to startup dates.

  • Interface with Area Construction Managers, Design Team members, multiple subcontractors, local utility agencies, and clients to coordinate/ drive system start up activities.

  • Implement and manage the project Commissioning Program. Review and approve subcontractor Commissioning Programs to ensure alignment.

  • Perform onsite inspections of delivered client Furnished Equipment and underground utilities.

  • Conduct Commissioning Meetings.

  • Ensure water/wastewater systems are ready to operate in a safe manner; ensure all safety precautions are in place prior to any system being operated.

  • Coordinate work with Mechanical, Electrical and Electrical Low Voltage Project Managers and their associated team members.

  • Verify all documentation is complete and equipment being prepared for startup is construction complete and can be safely started.

  • Organize and facilitate training of client’s personnel in the operations and maintenance of all systems.

  • Field surveying layout of control lines and benchmarks.

  • Other duties as assigned.

Qualifications:

Position Related Skills

  • Experience with project management software such as Procore, E-Builder, Bluebeam, Microsoft Project, and Primavera Project Planner (P6).

  • Must be familiar with medium and low voltage distribution, generators, UPS equipment, water quality panels/equipment, chemicxal feed systems, manual and electrically operated water supply system valves and appurtenances,

  • Experience in organizing technical data in a neat and accurate method; ability to create and manage a detailed commissioning schedule with Subcontractors, Vendors and Client Staff

  • Thorough understanding of all aspects of Water/Wastewater Projects Commissioning.

  • Ability to work closely with variety of trade and craft people in a field work situation. Patience and professionalism are essential.

  • Highly developed visual observation and interpretation skills.

  • Must be a strong team player with the ability to collaborate with various personnel within and across departments and at all levels of leadership.

  • Work schedule must be flexible to allow extended hours or off-shift work to accommodate changing construction schedule and sequences.

Professional Experience and Education

  • Minimum of five (5) years of project commissioning management experience required.

  • Extensive experience in water and waste water projects preferred

  • High School diploma or GED required.

  • Bachelor’s degree in Civil Engineering, Mechanical Engineering, Electrical Engineering, Construction Management, Architecture, or equivalent degree and/or equivalent field work experience required.

Physical and Mental Requirements:

  • Standing/Walking/Sitting: workday is combination of standing, walking and sitting.

  • Must be able to climb stairs: 5% of day. 

  • Hands/Arms: constant use of hands/fingers for mouse/keyboard/computer use. 

  • Sight: visual acuity in near, mid, and far range vision. Color vision, peripheral vision, depth perception, hand/eye coordination. 

  • Hearing: sufficient to hear conversational levels in person and over the telephone.

  • Speech: sufficient to make oneself heard in person, speak in front of groups, and be understood over the telephone.

  • Lift/Carry: Up to 20lbs. Computer/drawings - minimal.

  • Bending/Twisting: minimal. 

  • Kneeling/Crouching/Crawling: minimal. 

  • Constant mental alertness, accuracy, and attention to detail required. 

  • Must be able to work independently, make decisions, and follow through on all assignments. 

  • Must use creativity, independent judgment, and organizational and problem-solving skills to determine best method to accomplish desired results. 

  • Must be able to plan and organize work. 

  • Must possess strong organizational and computer use skills and have a high level of competency to read/write/speak English, interpret construction related documentation and communicate with coworkers. 

  • Highly developed visual observation and interpretation skills.

  • Ability to work well and maintain a cooperative attitude through high-pressure situations.

  • Excellent time-management skills and ability to multi-task and prioritize work while frequently interrupted by phone calls and questions on work in progress.

  • Excellent written and oral communication skills with an ability to develop strong interpersonal relationships.
