Major Function and Purpose Provides general and technical assistance related to contracting, bidding, and procurement to the Public Works Department. Performs a wide range of duties involved in the review, preparation, finalization, analysis, procurement, and agreement or contract development to meet the needs of the department.
General Function Under general direction of supervisor, and in consultation with legal counsel, serves as the subject matter expert for Public Works procurement and contracting. In consultation with appropriate staff produces bid documents, RFP and RFQ documents, and oversees contracting process for various Public Works purchases and projects. Assists other City departments with procurement and contracting processes and assists with other functions of the Public Works Department as directed.
Supervision Responsibilities This is a non-supervisory position.

Procure goods and services for the Public Works Department in compliance with Federal, City, and State purchasing regulations, policies, procedures and processes.
Develop and maintain standardized procedures, contracts and related agreements.
Provide guidance, education, and instruction to other City employees to ensure compliance with applicable bidding, contracting and purchasing laws and policies.
Assist Finance Department in the development and interpretation of purchasing policies.
Identify appropriate suppliers; assist staff with written and telephone quotes; prepare request for proposals, request for qualifications, invitations to bid; prepare purchase order requests and other documents for the Public Works Department.
Evaluate results of proposals and bid processes, place orders with vendors, and maintain files and records in accordance with public records retention requirements.
Coordinate complex competitive bid processes including advertising, formulating bid recommendations and awards, and disposition of bid bonds and security deposits, preparing bid reports, and attending bid openings.
