Naval Sea Systems Command SUPERVISORY ADMINISTRATIVE/TECHNICAL SPECIALIST in Port Hueneme, California

Summary You will serve as the Deputy Human Resources Director (DHRD) for the Human Resources Office (HRO) at the NAVAL SURFACE WARFARE CENTER PORT HUENEME DIVISION (NSWC PHD). As the DHRD you will monitor and evaluate the quality and quantity of work performed by the HR Staff, regulatory compliance and effectiveness of service to management and employees throughout the supported areas, maintaining customer relations and coordinating command initiatives within the division. Responsibilities You will exercise broad technical and administrative oversight over the HRO and guarantee that each Command services receives the full Human Resources Management (HRM) support. You will recommend policy changes to the Human Resources Director (HRD) and has authority to speak on behalf of the HRD on tactical HR matters. You will be designated as a contact point for higher management to participate in meetings and conferences as well as unplanned contacts, all of which require up-to-date technical familiarity with complex subject matter. You will ensure all Command level matters are brought to the HR Director. You will act as the Command Advisor across various domains, including but not limited to, Strategic Planning, Workforce Shaping, Organizational Management, and Workforce Analysis. You will provide expert guidance on civilian HR matters, ensuring adherence to merit principles, equal opportunity standards, and the avoidance of prohibited practices. You will develop, implement, and monitor HR strategic and business plans to achieve organizational objectives, focusing on talent recruitment, development and retention. You will advise on and coordinate workforce changes, encompassing organizational design, position management, and succession planning. You will leverage HR and Equal Employment Opportunity (EEO) systems to analyze and report on workforce data, ensuring accurate and actionable insights. You will engage with community groups, universities, professional associations, and government activities to enhance HR services; represent the Command at job fairs, and provide strategic recruitment advice to attract talent. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Executing, directing, or managing the delivery of civilian federal human resources (HR) services involving one or more of the following functions: staffing and recruitment, position classification, compensation, labor relations, employee relations, oversight of automated personnel information systems, or employee development; ensuring compliance with governing laws and regulations; developing, interpreting, or advising senior management on human resource policies and administration; or providing input for the strategic planning of human capital resources for an organization. Education This position does NOT allow for substitution of education. Additional Information This position is covered by the Department of Defense Priority Placement Program. This position is equivalent to a GS-13/14. Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees. A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized. This position typically works a 40 hour work week. This position work is primarily sedentary. Typically, you may sit comfortably to do the work.
