Project Overview:

Port Arthur LNG, LLC (PALNG) is developing a Liquefied Natural Gas (LNG) production and export facility on a site located on the western shoreline of the Port Arthur Canal in Jefferson County, Texas. The project base scope will include two (2) identical LNG trains, two (2) LNG Storage Tanks, one (1) LNG Carrier Berth, and associated utilities/facilities. The Project is to be constructed on a parcel of land located along State Highway 87 south of Port Arthur, Texas, between the inner coastal waterway bridge and Keith Lake. The Infrastructure Global

Business Unit (GBU) is executing site civil and marine scopes of work associated with our scopes of work on the Energy GBU LNG projects.

Job Summary:

The successful ES&H Compliance Specialist will be responsible for implementation, maintenance, and interpretation of the industrial ESH program and procedures. Your knowledge and experience will contribute to a diversely talented and synergetic team of ESH professionals. Major Responsibilities:

  • Provides assistance in a wide variety of Environmental, Safety, and Health (ES&H) disciplines to facilitate implementation of Bechtel's ES&H program and ES&H Management System to include aiding compliance with Bechtel's ES&H standards, applicable regulatory requirements, and contractual commitments

  • Assists in the development, implementation, and maintenance of programs, systems, and procedures necessary for the safety and health of employees and protection of the environment and communities

  • Maintains ES&H databases, inclusive of incident events, audit/assessment findings, and corrective actions

  • Performs statistical analysis of ES&H data to help identify performance trends and contributing factors as part of continuous improvement

  • Identifies and supports any unique software systems and electronic innovation used by ES&H personnel

  • Leads teams in conducting risk assessment, studies, mitigation planning, and monitoring in response to ES&H issues

  • Prepares communications, writes reports, and prepares documents for program execution and records retention

  • Assists with incident notifications, leads investigations, and prepares incident investigation reports

  • Recommends and implements improvements in processes, procedures, and work activities to minimize hazard potential

  • Participates in and may lead employee training, emergency preparedness, and quality assurance programs

  • Researches moderately complex issues and provides regulatory interpretation and technical advice

  • Provides support to ES&H field and office personnel, inclusive of all ES&H disciplines

Education and Experience Requirements:

  • Requires bachelor's degree (or international equivalent) and 5 - 8 years of relevant experience or 9 -12 years of relevant work experience.

Required Knowledge and Skills:

Regulatory Compliance & Program Implementation:

  • Coordinate and facilitate the implementation of Environmental, Safety, and Health (ES&H) programs, ensuring compliance with Bechtel’s ES&H standards, regulatory requirements, and contractual commitments.

  • Research issues and regulatory requirements, providing technical interpretation and advice to support compliance efforts.

  • Update and maintain ES&H plans, databases, and documentation, ensuring proper record retention and accessibility.

  • Monitor contractor compliance with customer ES&H expectations, contract requirements, and applicable regulations.

Audits, Inspections & Hazard Identification:

  • Conduct audits, inspections, and field assessments of project activities to verify compliance with safety and health requirements, including contractual commitments, and project-specific ES&H plans.

  • Lead and assist in ES&H audit preparations, ensuring alignment with core processes and site procedures.

  • Identify potential hazards, recommend risk mitigation strategies, and implement improvements to ESH procedures, work processes, and operational activities.

Risk Assessment & Safety Management:

  • Lead and support teams in conducting risk assessments, safety studies, and mitigation planning to proactively manage workplace hazards.

  • Coordinate ESH requirements for the project, ensuring appropriate risk reduction measures are integrated into construction, startup, and operational activities.

  • Provide technical support in industrial safety programs, self-assessments, and interpretation of applicable codes and standards.

Training & ESH Awareness:

  • Develop and deliver comprehensive ES&H programs, safety plans, risk reduction initiatives, and awareness training programs.

  • Support and collaborate with other departments (e.g., training, emergency response, and medical support service teams) to promote ESH culture and compliance.

Technical Expertise & Continuous Improvement:

  • Provide subject matter expertise in all ES&H disciplines, supporting field and office personnel with ESH-related guidance and best practices.

  • Prepare reports, communications, and documentation for program execution and ESH-related findings.

  • Recommend and implement process improvements to enhance ESH performance and minimize hazards.

As Subject Matter Expert you will require advanced knowledge and experience in:

  • Occupational Safety and Health Administration (OSHA) standards CFR 1910 and CFR 1926.

  • Industrial safety risk assessment, corrective action, controls, and the surveillance of related ESH measures and requirements.

  • ESH protection policies, practices, and procedures, and federal, state, and local laws, regulations, policies, and procedures.

  • Common and unique work hazards, occupational ESH practices, operating configuration, and policies and practices.

  • Conducting research, investigating alternative solutions, and recommending solutions to problems.

  • Preparing written reports incorporating findings, risk assessments, and recommended corrective actions.

  • Communication of major, complex elements of industrial safety to technical and non-technical personnel.

  • The ability to evaluate hazard controls (e.g., personal equipment (PPE), engineering controls, and work practices) and recommend improvements or new controls to eliminate or reduce hazards.

  • The ability to develop, review, and evaluate site-specific ESH programs and requirements.

  • Leading development of and conducting industrial ESH training programs.

  • The ability to promote professional relationships between and among other Subject Matter Expert in other disciplines.
